Many agricultural enterprises in our country are working in crisis conditions. Therefore, the formation of human capital in modern conditions is a continuation of the strategic goals of the enterprise, where each enterprise has its own goals, performance and development prospects. Currently, distance education is considered on the same equal basis as full- time education in higher education institutions. Intellectual and innovative activities become the main ones in training. That is why human capital is the main factor in the development of the enterprise. Currently, each company considers the tasks of personnel specialization. Each company is responsible for training and retraining its employees. The company is also responsible for reviewing issues related to the training or retraining of individual employees. Digitalization creates such opportunities – to learn remotely without interrupting production processes in their activities. Recently, online training has become popular, and the number of people on such courses continues to grow.

The authors comprehensively investigated theoretical and practical problems of legal regulation of agricultural land turnover in the Russian Federation. They analyzed the jurisprudence in the field of agricultural land turnover, examined the legal regime of agricultural land in the Russian Federation, investigated the peculiarities of land plots turnover from agricultural lands, identified a number of significant problems in the legislation in the field of legal regulation of agricultural purposes land turnover. It is difficult to overestimate the importance of land, which is a nonrecoverable natural resource. From this point of view, agricultural land has a unique unrepeatable natural fertility capacity that determines the possibility of producing life support products, being an essential component of the environmental system. In the annual Address to the Federal Assembly of the President of Russia in 2019, V.V. Putin, specifying the main directions of strategic development of the country, noted the high importance of the land legislation development. The peculiarities of the agricultural land plots turnover are due to the public nature of land relations regulation. For this category of land, a special legal regime is established for food security purposes of Russia, which leads to the prevention of removing these lands from agricultural circulation, as well as building development. According to articles 9, 36 of the Constitution of the Russian Federation, “land and other natural resources are used and protected in the Russian Federation as the basis for the lives and activities of peoples living on the the relevant territory” and the exercise of authority by land owners is limited to conditions for potentially damaging the environment and violation of rights and legitimate interests of other persons.

The basis for the environmental safety of agricultural products should be the production of products in accordance with natural resources. In other words, it is the idea of a closed cycle, where organic livestock fertilizers are both an ecological and economic principle of production. Species diversity in the ecosystem is also an important factor in environmental safety. These are different ways of crop rotation, regulating the formation of weeds and their destruction by mechanical means, rather than by chemical means, laying hedges and habitats. These measures protect nature and do not disturb its ecological balance. Ecological agriculture aims to consider and use the soil more efficiently. For example, wetlands are better used for grassland farming rather than ploughing these sites. Also long overdue is the problem of state support of domestic farmers who produce the cleanest ecological products, more similar in composition to organic products. Guided by the principles of landscaping in agriculture, it is possible to obtain products that will not bring harm, will be high-quality and useful.

In the article, public-private partnership (hereinafter - PPP) is analyzed as one of the ways to implement infrastructure projects. This form of cooperation arises primarily in those areas for which the state bears responsibility (for ex-ample, road construction, housing and communal services, healthcare, con-struction of social infrastructure facilities, etc.). Due to the strategic importance of the above spheres of the economy, the state can not completely abandon control over their functioning. At the same time, there is a need to maintain the operability of the objects included in them, as well as to attract additional (in addition to budget) funding. Based on foreign experience, the most optimal form of cooperation in this case is PPP.
