The article explores the components of the system of social capital development in the economic emergence, which focus on the financial provision of social protection and social interaction in professional activities. In order to identify the impact of the effectiveness of the implementation of the country’s social policy on the development of social capital through the achievement of systemic effects (synergistic and emergent), a four-factor model of performance and financial performance has been developed (State social support). The construction proposes an orderly set of rules for the organization and interaction of the constituent elements of the system of social capital development in the economic emergence, where subparticles with integrative relationships and influencing factors are distinguished. The results of the four factor model present a scientific and practical approach to calculating the systemic effect (synergistic and emergent effects) in the form of the results of the implementation of the properties of the system, which could not be predicted by direct calculation of the sum of the components of the system as a whole. Four factor models applied methods for detecting the isolated influence of chain substitution factors and logarithmic methods. The simulation method presented on macroeconomic factors influencing the development of social capital of Ukraine has been tested. The system of conditions for effective budget funding (financial support) for the development of social capital is presented, influencing the increase of positive and negative systemic effects
The modernity of the economic space offers us new opportunities for a thorough study of a person, his beha vior and development prospects, faced with a multi-vector, interdisciplinary phenomenon – social capital, which opens up the necessary opportunities for study and application, combining the foundations of theory and practice of almost all areas of the scientific space: economics, sociology, psychology, philosophy, etc. During the study of social capital as an economic category and determining its role in the development of a modern developed state, specific features and directions of development in modern living conditions are outlined and the need for further research of the sectoral level, which determines the main direc- tions of social capital formation, is actualized. There are many questions to the economic direction, starting with the definition, the theoretical basis to practical applications in state and economic structures. The European integration direction of the coun- try’s state policy aims all socio-economic spheres of formation and development to the study and application of a new concept of economic science, social capital, especially civil servants, whose role is raised by the state rating, public trust in government and business, develops technical innovation and highlights the way to overcome the crisis and the future. The main provisions of this study will be further used in the process of development and discussions on the formation of theoretical provisions and models of social capital development of civil servants in Ukraine. Over the past decade, scientists have begun to pay attention to the socio-economic components and its significant impact on the development of civil society and the standard of living of the population. The importance of the topic and the practical application of information began to be widely raised in scientific circles, when the realization of the need to study and establish the health of civic life came. Solving social problems at the urban level turned out to be quite productive, which made it possible for social institutions to move to a wider level of work.
The subject of the study. In an open economy, achieving a high level of development of an inclusive society, strong institutions and healthy, educated and socially adapted, constituent people, the nation will flourish, which is the basis of social capital, which through the formation and support of social relations aims to create social good and increase welfare, based on mutual social relations and trust, affects the development of the economy, namely, it promotes the creation of new forms of business financing and reduces transaction costs, improves the investment process of the enterprise, and controls the corruption of government and civil servants. Socio-economic relations and interactions not only of economic entities, but also of individual structures, organizations or individuals create the need to address and use social capital, combining concepts such as trust, values, social ties and norms, as well as to study and analyze their role in economic development. Research methodology. The purpose of the work and research in the article is to analyze previous, already formed theories and existing world practices of the modern vision of this direction. The article explores the formation and rapid development of social capital and its integral components (trust, norms, networks and social structures). The article considers the methodological basis for the formation of social capital: different definitions of this category, structural analysis and disclosure of the interaction of all areas of research, the relationship with the socio-economic phenomena of our time, traced the attempt of a comprehensive view of social communication as one of the tools of social capital in the formation of modern public space. Purpose and conclusions of the study. Social capital has been on everyone's lips for a long time, but the new life and the need to study and disseminate its possibilities, with subsequent use, has recently been widely publicized, gradually developing with its research papers and directions. Social capital affects the conditions, efficiency and productivity of economic activity, which contributes to the well-being and prosperity of society, which in turn increases the standard of living of people. which is the main task of today.
In today’s economy, information technology is present in all aspects of life and has the potential to be used for the development of society. The study aims to find hidden connections between the evolution of poverty in developing countries and information technology. The methodology of the study is based on the monitoring of statistical data from the world atlas Knoema, which characterizes the economic development of countries and the level of poverty, as well as data from the International Telecommunication Union, which characterizes the level of development of information technology in countries around the world. As a result of the study, the evolutionary changes of gross domestic product and the development of information technology were traced, with the subsequent establishment of a relationship between them, confirmed on the basis of the method of rating scores. Finally, a comparative analysis was made to identify the causal links between the evolution of poverty and information technology through the precise indicators that Knoema and the International Telecommunication Union collect to trace the regulatory environment within a country such as the affordability of ICT services, ICT literacy, and the poverty rate. It was found that despite the availability of information technology price policy in developing countries and the uneven growth of GDP mainly in post-Soviet countries, except for the period of the COVID-19 crisis, gaps were identified in the form of low or no ICT literacy at poverty thresholds of 3.8–9.8%. This demonstrates the hidden links between poverty and population’s practical knowledge of information technology, and may constrain the socio-economic development of developing countries. The findings can be used by policymakers as a tool to combat poverty, and are also useful to scholars and economists who work on the digitalization of the population and inclusive education.
