The aim of this paper is to identify a new cyclic stage of Ukraine economic development and its forecasting. Objectives of the study are: determination of development cycles in different sectors of Ukraine economy and its general trend, construction of economic and mathematical model for forecasting the development cycle of the national economy. Research methods are: dialectic, complex and systematic approaches, induction and deduction, taxonomic analysis, mathematical gnostic analysis, graphical method. The main results of the study are proposed indexes for assessing economic cyclicity and created a model for forecasting the index of Ukraine economic development. The structure of the economic development cycle has been determined. It includes: equilibrium of development, equilibrium of crisis, their static states and transient stage of bifurcations. Indexes are proposed for assessing cyclicality in agriculture, industry, construction, trade, and consumption and investment processes. The results of the analysis showed a distorted economic structure and Ukraine's doom to shock. The economic and mathematical model for forecasting of Ukraine economic development index depending on the dynamics of industries, consumption processes and investments is constructed. The toolkit for forecasting economic processes has evolved. The outlook for the economic development cycle in Ukraine has shown a likely deepening recession if the state's economic policy does not change. The results of the study are aimed at improving economic management. The use of the economic and mathematical model for estimating Ukraine economic development index allows improving the objective analytical substantiation of decisions in the sphere state's economic policy.
Статтю присвячено питанням налагодження комунікаційної взаємодії органів державної влади з громадськістю з позиції управління ефективним інформаційним процесом на рівноправних партнерських засадах. Зазначено, що незважаючи на розвиток інформаційних технологій та активне використання програмного забезпечення органами державної влади, існує низка проблем відносно достовірності, відкритості, якості та ефективності інформаційної взаємодії. Установлено, що інформаційна закритість органів влади є однією з причин втрати владою своєї легітимності в очах людей, проведення неефективної політики, віддалення влади від громадян. Визначено, що загальною проблемою у науці та практиці державного управління залишаються необхідність дослідження процесів та методів переходу владних структур від політики інформування до ефективної комунікації з громадськістю, оскільки інформаційна відкритість органів державної влади є однією з обов'язкових умов існування демократичного суспільства, залучення громадян до процесу вироблення політики, здійснення ефективного державного управління та громадського контролю.
The main purpose of the study is to plan the process of ensuring the security of sustainable development of the socio-economic system. The research methodology involves the use of the IDEF0 modeling technique, which made it possible to achieve all the goals. As a result of the study, a model was formed that will allow planning a system for ensuring the security of sustainable development of the socio-economic system. The focus of the article falls on the problems of planning to ensure the security of socio-economic systems. The theoretical contribution of the results obtained is presented by mapping the process of applying a methodical approach to the selected issue. The practical significance of the article is characterized by modeling for a specific socio-economic system. The innovations of the results obtained are presented in the form of a contextual model.The study has limitations, despite the fact that the model we have developed includes more unified elements, the vector of the study is limited to a specific socio-economic system Lidl, therefore, in subsequent studies, it is planned to adapt this model to other socio-economic systems.
The article researches financing instruments of public and local programs and projects in Ukraine and Poland (budgetary, grant, financial, credit and investment instruments). The purpose of the article is to determine the possibilities of using financing instruments of public and local programs and projects in Ukraine and Poland for the implementation of national and regional public policy. Research methods — comparative analysis of analytical and official statistics of Ukraine and Poland based on the classification of groups of financing instruments of public and local programs and projects. It has been proved that the main instruments for financing public and local projects and programs in Ukraine and Poland are budget (subventions, local targeted programs) and grant instruments (grant programs, international technical assistance). The evaluation of the distribution structure of funds within the framework of individual programs in Poland and Ukraine made it possible to allocate key objects of grant financing in Ukraine (education, sports, health and social protection) and in Poland (territory planning, road transport infrastructure, business development and innovation). It is determined that international loans from the International Bank for Reconstruction and Development, the European Bank for Reconstruction and Development and the European Investment Bank are an important financial and credit instrument in countries, as evidenced by the total volume of loans attracted by countries from international organizations. The peculiarities of development and implementation of investment instruments of financing of public and local programs and projects were studied: public-private partnership, leasing activities. The conclusions summarize mechanisms for the use of financing instruments in Ukraine and Poland and propose ways to strengthen existing capacities and improve the financing process of public and local programs and projects for Ukraine.
