Corruption as a phenomenon is found in well-established democracies such as Canada, and is often endemic in young democracies such as South Africa, who fall into a cycle of political corruption and administrative accountability avoidance. What are the cross-cutting risk factors and mitigation factors that shape the functionality of anti-corruption mechanisms? This comparative analysis of corruption and state capture provides insight into the functionality of oversight, anti-corruption and accountability mechanisms in both countries. Findings indicate that both Canada and South Africa are at risk of the erosion of safeguards and at risk of the deterioration of the levels of vigilance required to prevent state capture.
Orientation: Learnerships has been operationalised in South Africa as part of the National Skills Development Strategy (NSDS). The success of a learnership programme is influenced by stakeholder involvement.Research purpose: This study set out to explore the value of learnerships from an organisational stakeholder point of view.Motivation for the study: The stakeholder theory perspective posits the importance of stakeholders buy-in and involvement in learnership implementation.Research approach/design and method: Semi-structured interviews with three key stakeholders in a specific learnership programme were conducted in 2020. Data were analysed by means of thematic analysis using Atlas.ti 8.1.Main findings: Although the primary objective of learnerships is to develop vocational skills, the organisation and even larger community also reap benefits from hosting a learnership. These benefits include lower recruitment costs, capacity building with employees that understands the culture of the organisation, simplified onboarding, and community involvement.Practical/managerial implications: Skills development in the learnerships is largely facilitated by means of social and informal learning. Although formal training opportunities are an important part of learnership, it should be designed to include interaction and collaboration with employees in the organisation.Contribution/value added: Skills development as operationalised in the NSDS is part of the learner benefit of the learnership programme in South Africa. This article highlights how external stakeholders can reap greater benefits in terms of capacity building if the learners are engaged in meaningful organisational contribution.

The government of South Africa uses citizens’ tax money to procure products to meet citizens’ needs (Fourie, 2009) in areas such as education, health, road safety, and transportation. Having public service officials who are accountable will improve public administration and ensure a comprehensive standard of living for its citizens (Auditor-General of South Africa [AGSA], 2017). Whenever a public institution lacks accountability, it will have an adverse effect on a country’s budget and contribute to poverty, unemployment, and criminal activity. This research aimed to develop a framework to ensure accountability throughout public procurement. A comparison was conducted through a multiple case study, of five departments in Limpopo on the challenges as identified by the Auditor-General. The study provides an understanding of the public procurement dynamics through its collaborative and hybrid nature. It addresses various aspects that enforce an accountability framework, such as internal control, procurement systems, risk management, records management, value for money, and consequence management. Furthermore, adjustments to the South African e-governance procurement system in alignment with best practices found in other countries will save money and time, and procurement officers will be more productive
