This study aims to analyze the performance management of the Religious Harmony Forum, from now on referred to as FKUB, in maintaining interfaith harmony in the city of South Tangerang. This study used a qualitative approach with descriptive methods by conducting observations and interviews to collect data. In this study, it was found that FKUB South Tangerang City was not optimal in carrying out its functions and duties because it did not have good performance management. This can be seen from indicators, among others, there are still many people in South Tangerang City who do not know about the Tangsel FKUB and feel the benefits of the organization's existence, the Tangsel FKUB does not have a clear vision, mission and objectives, has not received adequate funding from the Tangsel City Government and has never carried out training for administrators. Therefore FKUB South Tangerang City needs to improve performance by using Armstrong performance management and Balance Scorecard (BSC).

Abstrak Tujuan penelitian ini adalah untuk implementasi kebijakan pengembangan Kawasan Industri Terpadu Pelabuhan Tukak Sadai di Kabupaten Bangka Selatan, Provinsi Kepulauan Bangka Belitung dan faktor-faktor yang mempengaruhinya. Penelitian ini menggunakan metode kualitatif dengan teknik pengumpulan data berupa observasi, wawancara mendalam dan studi kepustakaan. Analisis data dilakukan dengan menggunakan teknik triangulasi. Hasil penelitian menemukan bahwa implementasi kebijakan pengembangan Kawasan Industri Terpadu Pelabuhan Tukak Sadai masih belum optimal. Faktor-faktor yang menghambat dalam implementasi kebijakan pengembangan Kawasan Industri Terpadu Pelabuhan Tukak Sadai adalah faktorpolitik, ekonomi, sosial, dan teknologi. Abstract The purpose of this research is to implement the policy of developing the Integrated Industrial Estate of Tukak Sadai Port in the South Bangka Regency, Bangka Belitung Islands Province and the factors that influence it. This research uses qualitative methods with data collection techniques such as observation, in-depth interviews, and literature studies. Data analysis was performed using triangulation techniques. The results found that the implementation of the Tukak Sadai Port Integrated Industrial Estate development policy was not yet optimal. The inhibiting factors in the implementation of the Tukak Sadai Port Integrated Industrial Estate development policy are political, economic, social and technological factors. The problems that arise in this research are related to the implementation of policy policies in realizing quality public services in in Tangerang City which focuses on the use of information and communication technology via the internet, online, digital and social media. The research method used is descriptive method with a qualitative approach. The results showed that the implementation of the smart city policy in realizing quality public services in Tangerang City could not be implemented effectively in improving the welfare of the community in fact from the factors that influence including; (1) communication that affects all existing indicators, and skills indicators are still not effective; (2) Relevant resources from all the existing indicators, and lack of effective skills in the provision of facilities and infrastructure needed; (3) The related disposition of all the existing indicators, and the less effective level of trust taken by the leadership; (4) Bureaucratic structures related to all existing indicators, and which are still less effective and instructive according to the Standard Operating Procedure (SOP).
