Traditional villages are original autonomous villages that control the self-government wheels within that are still alive and their position is recognized in the government system of the Indonesian Republic. The Covid-19 pandemic that is currently happening is causing an economic slowdown and a decline in public health. Bali Regional Government issued a policy in Bali Governor Regulation Number 15 of 2020 regarding the Policy for the Acceleration of Handling Covid-19 in the Province of Bali by reallocating a Traditional Village Fund of Rp. 300,000,000.00 for the response to Covid-19 by involving the soldiers and manners of the Traditional Village. The effectiveness of the Traditional Village Fund management is based on local wisdom, where the principles of Tri Hita Karana (Parahyangan, Pawongan, and Palemahan) as a philosophical foundation that are held in carrying out every activity, program, and policy are the focus of this research. This research uses a qualitative research method. Data were taken directly from field studies and literature studies. The implementation of Tri Hita Karana provides a new color in financial management in Indonesia. Technical implementation, reporting, prosecution of alleged fraud, and consultative accountability manner and rich in local wisdom values upheld by Bendesa, Prajuru Desa Adat, and Krama Desa positively impact influencing the community mindset and behavior in complying with existing regulations or policies set. However, it cannot be denied that there are still contradictions between Bali’s traditional village governance in generating accountable and transparent management of funds.

Currently, the Covid-19 pandemic is attacking various countries in the world. The tourism sector is one of the most affected by the COVID-19 pandemic. Gianyar Regency, Bali is one of the areas that has also experienced a slump in the tourism sector. The purpose of this research is to see how resilience was carried out by the Gianyar Regency Government in realizing sustainability in the midst of the Covid-19 pandemic. This research is using qualitative descriptive method to obtain a describe the efforts of the Gianyar Regency Government in adjusting the tourism sector for sustainable tourism. Research data directly from field studies and literature studies. The results of this study illustrate that the resilience of the Gianyar Regency Government in realizing sustainable tourism in the midst of a pandemic begins with overcoming problems arising by limiting the movement of tourists, controlling by adapting to the new normal, returning through slowly reopening tourism with strict prokes certification, outreach by reaching back to tourism targets. In its implementation, the resilience of the Gianyar Regency Government has a correlation with the concept of sustainable tourism as seen from the triple bottom lines aspect; Socio-cultural resilience and tourism through Gianyar socio-cultural culture, Ecological-environmental resilience and tourism through CHSE certification and economic- fiscal resilience and tourism with economic development. The resilience that is built should be able to maintain tourism activities in the long term and sustainable through the realization of the concept of sustainable tourism.

The Gering Agung Pararem or a great agreement on pandemic protection is one of the public policies based on the Balinese Village law to control the spread of the Covid-19 pandemic. This Pararem is regulated to manage and control the impact of the Covid-19 pandemic by utilising the concept of duality known as sekala (material) and niskala (immaterial). This research aims to discover the duality application in the Gering Agung Pararem from a public policy perspective in Bali. With exploratory descriptive qualitative approach, this study reveals that the involvement of duality concept in the Gering Agung Pararem has a crucial impact on preventing the Covid-19 spreads in Bali. In addition, the social, cultural, and religious systems influence the Balinese people to be very obedient towards the existing village policies. This study contributes to society by developing alternative solutions for preventing Covid-19 spreads in Bali.

The implementation of good governance by continuing to prioritize respect for the environment (good environmental governance) is very suitable to be applied during the environmental problems that occur recently. The implementation of good environmental governance in carbon trading practices in the Katingan Mentaya Project ishe collaboration between the government, private sector, and community, which becomes the main focus of this research. The division of power, duties and authority among the stakeholders is analyzed with 3 principles of good environmental governance. This study revealed an academic study related to “the increasing degree of power-sharing between state and market actors”, where the division of roles between the government and market actors in stage of expanding towards an ideal position. The government (KLHK) is still developing its role as a regulator, while market actor (PT. RMU) is still exploring its potential efforts based on the midst of environmental and community empowerment at Katingan Mentaya Project’s area. The existed of a statue or legal product that contains carbon trading mechanisms based on the principle of non-overlapping good environmental governance is very necessary for alleviating problems and obstacles that arise. Penerapan good environmental governance dalam praktik perdagangan karbon di Proyek Katingan Mentaya, yang merupakan kolaborasi antara pemerintah, swasta, dan masyarakat menjadi fokus utama dalam penelitian ini. Pembagian kekuasaan, tugas, dan wewenang di antara para pelaksana yang terlibat dianalisis dengan tiga prinsip good environmental governance. Penelitian ini mengungkapkan kajian akademik terkait “the increasing degree of power sharing between state and market actors”, yaitu pembagian peran antara pemerintah dan pelaku pasar dalam tahap berkembang (expanding) menuju posisi ideal. Pemerintah (KLHK) masih terus berkembang dalam perannya sebagai regulator dalam menciptakan kebijakan, sedangkan pihak swasta (PT. RMU) masih dalam tahap menggali potensi dengan tetap memperhatikan usaha yang berbasis lingkungan dan upaya pemberdayaan masyarakat di area Proyek Katingan Mentaya. Kehadiran suatu statue atau produk hukum yang memuat tentang mekanisme perdagangan karbon berdasarkan prinsip good environmental governance yang tidak tumpang tindih tentu saja sangat diperlukan, dalam mengentaskan permasalahan dan penghambat yang timbul.
