Tourism undergoes a cycle of change so that it affects the culture-based Balinese tourism model through strengthening local wisdom. Tourism will be able to run optimally if it has guarantees, cultural resilience, because in addition to functioning as a tourist attraction, tourism is considered a medium to reap large profits, so that tourism activities often shift cultural values and change people's lifestyles. For this reason, in an effort to control the influence of globalization on industrialization investment in tourism which has begun to follow the changes in the civilization of the industrial revolution 4.0, Badung Regency has become the rule model for the transformation of the implementation of culture-based tourism investment. This research study is descriptive-analytical in nature, which is a type of research that does not stop at mere descriptions but also comes to an effort to study the characteristics of solving cases of tourism investment problems using qualitative research methods. The results of this study indicate that the understanding of the people of Badung Regency on the importance of the value of local wisdom in the application of a culture-based investment model is very high so that investment activities in the tourism sector not only emphasize aspects of the national economy but also the preservation of local wisdom. In addition, the application of a culture-based investment model with strengthening local wisdom requires good synergy between the Government, Indigenous Village communities, tourism businesses and investors so that they can truly develop the concept of sustainable cultural tourism in Bali.
Abstrak Mobilitas orang asing yang masuk ke wilayah Indonesia semakin meningkat, selain mempunyai tujuan wisata, ada pula yang berminat untuk berbisnis, melakukan investasi, dan mengemban tugas dari negaranya. Terkait kebutuhan hunian oleh orang asing, maka secara hierarki dan sistematis berdasarkan delegatif Undang-Undang Republik Indonesia Nomor 5 Tahun 1960 Pasal 42 huruf b membentuk Peraturan Pemerintah Republik Indonesia Nomor 103 Tahun 2015. Subtantif peraturan pelaksana ini tidak akan efektif bila dilihat dari substansi validitas suatu norma keharusan (sollen) yang berarti daya mengikatnya masih pantas dan menjadi telah untuk dilanggar oleh orang asing dan secara skeptis norma tersebut menimbulkan kerancuan dalam hal pelaksanan secara praktis sehingga hukum tidak dapat memfungsikan hukum untuk menata perubahan. Kata Kunci : Pengaturan, Pembelian Hunian, Orang Asing. Karyawan dalam sebuah perusahaan biasanya diartikan sebagai para pekerja yang memiliki jabatan struktural. Mereka bekerja di bawah komando para manajer. Posisi karyawan yang pada umumnya ditingkat rendah inilah yang dimanfaatkan oleh perusahaan. Terkadang perusahaan melakukan hal yang bertentangan dengan peraturan perundang-undangan salah satunya seperti melarang karyawan atau pekerja untuk ikut seleksi Calon Pegawai Negeri Sipil (CPNS) atau melamar pekerjaan di perusahaan lain, oleh sebab itulah penulis ingin mengkaji hal tersebut. Tujuan dari penulisan ini adalah mengetahui, memahami dan menganalisis mengenai perlindungan hukum hak-hak karyawan dan perlindungan hukum hak karyawan dalam kaitannya dengan peraturan perusahaan yang melarang karyawannya untuk melamar pekerjaan di tempat lain ditinjau dari aspek Undang-Undang Ketenagakerjaan. Hasil dari analisis yang dilakukan penulis adalah dalam Undang-Undang Ketenagakerjaan terdapat 9 (sembilan) hak bagi seorang pekerja, dan dalam Pasal 31 para pekerja berhak untuk memilih, mendapatkan, atau pindah pekerjaan dan memperoleh penghasilan yang layak di dalam atau di luar negeri. Kata kunci : perlindungan hukum, hak karyawan, peraturan perusahaan.
In order to support the government in overcoming the Covid-19 outbreak, Komisi Penyiaran Indonesia (KPI) has issued several policies related to broadcasting, especially on television. This policy was taken considering that television is still the media with the most audience reach and has a high duplication power in society. Therefore, in every program broadcast to the public, adherence to health protocols is a must. Based on this, it is necessary to examine in depth the role of KPI in overseeing broadcasting and the synergy between Central and Regional KPIs in overseeing broadcasting during the Covid-19 pandemic. The results showed that the KPI in supervising broadcasting during the Covid-19 pandemic played an optimal role in regulating and supervising broadcast content by issuing policies to broadcast the socialization of prevention of the spread of Covid-19 either through Public Service Ads (ILM) or other programs by television and radio. In addition, KPI also issued KPI Decree (KKPI) Number 12 of 2020 concerning Support of Broadcasting Institutions in Efforts to Prevent and Overcome the Spread of Covid-19. Then to follow up on the Circular on news related to the Covid-19 Virus, the Central KPI along with Regional KPI throughout Indonesia conveyed and reminded all Broadcasting Institutions to remain guided by broadcasting rules in broadcasting institutions to convey useful and accountable information.
