Reducing agricultural carbon emissions is essential to address climate change comprehensively, and improving factor quality reduces agricultural carbon emissions by promoting agricultural transformation. Based on the policy experiment of high standard farmland construction in China, this paper analyzes the role of factor quality in reducing agricultural carbon emissions using the SARAR model and data from 280 urban agricultural sectors. The study finds a significant spatial correlation between agricultural carbon emissions and factor quality improvement. Factor quality improvement can reduce agricultural carbon emissions. The disequilibrium effect analysis finds that the impact of factor quality improvement on agricultural carbon emissions has a disequilibrium effect. In other words, factor quality improvement mainly affects agricultural carbon emissions in areas with a higher level of agricultural development. The mediating test suggests that factor quality reduces the improvement of agricultural carbon emissions and promotes the transformation of agricultural industrial structure through the mediating factor of agricultural carbon emissions. Finally, in addressing global climate change, this paper attempts to provide policy references for developing countries to reduce agricultural carbon emissions from factor quality improvement.
As a national strategy, the development of the Yangtze River Economic Belt (YREB) and the ecological protection and high-quality development (HQD) of the Yellow River Basin (YRB) are of great significance for promoting the HQD of the regional economy. Based on the panel data in the YRB and the YREB from 2006 to 2019, this paper constructed an evaluation index system of HQD with five dimensions of “innovation development, coordination development, green development, openness development, and sharing development”, and we used the entropy weight method, kernel density method, and Tobit panel model to analyze the differences in the HQD and the similarities and differences of the influencing factors between the two regions. The research findings were as follows: (1) The HQD of the YRB and the YREB was consistent with the national trend, showing a fluctuating upward trend. The HQD of the YRB was always lower than that of the YREB. The kernel density curves in both regions had a rightward trailing pattern, with polarization and unbalanced development. (2) From the perspective of the spatial distribution pattern, the HQD of the YRB presented a spatial distribution characteristic of “high at both ends and low in the middle”. In contrast, the HQD of the YREB maintained the characteristic of “high in the east and low in the west”. (3) The level of human capital, the level of foreign direct investment, and the economic scale played a significant positive role in improving the HQD of the YRB. The level of human capital, urbanization, foreign direct investment, and economic scale significantly improved the HQD of the YREB.
Improving public health is the premise of sustainable human development and an essential condition of economic growth. However, increasing severe environmental pollution poses a threat to public health. Implementing environmental regulation policy has become a meaningful way to control environmental pollution and the basis and guarantee for achieving public health. This paper aims to study the impact of environmental regulation on public health. The Two Control Zones (TCZ) policy is the earliest and stricter environmental regulation in China. Based on the policy experiment of TCZ, this paper analyzes the role of TCZ policy in improving public health using the DID model and data from 112 cities. The study finds that the TCZ policy can significantly improve public health, and this improvement effect was continuous and lagging. The results of benchmark regression show that the implementation of the TCZ policy has reduced the incidence rate of respiratory diseases in TCZ areas by 5.7%. When considering city heterogeneity in terms of economic and geographical conditions, the study further found that the impact of improvement is largest for cities in more heavily non-provincial capital and central and western regions, respectively. In addition, the results of mediating test show that TCZ policy improves public health by reducing environmental pollution. Our research fills the gap in the literature on the micro effects of environmental regulation policy on public health in developing countries. The government should prioritize environmental pollution control through reasonable environmental regulation policies. The government should strengthen environmental information disclosure to remind the public to deal with air pollution. The government and enterprises also should take various environmental protection measures to reduce air pollution emissions.
