The spread of Covid-19 in Indonesia is taking place very quickly and continues to grow rapidly. This causes the need for a policy to be able to overcome the problem of the Covid-19 pandemic. The purpose of carrying out this research is to be able to analyze how the policies made by the government in responding to the emergence of the Covid-19 pandemic. This research will be carried out using a qualitative approach. The data used in this study comes from the results of previous studies or studies that still have a similar discussion with this article. The results of this study found that in early March 2020, Indonesian state policies were still quite slow in responding to the emergence of the first Covid-19 virus. Currently, the Indonesian government has created several policies such as Large-Scale Social Restrictions or physical distancing. However, this policy is very dependent on the obedience of the community. The Indonesian people themselves can be the key to the success of government policies, or even become the biggest obstacle for the government itself.
Improving the quality of public services in Indonesia can be improved through the use of e-government from conventional to more modern. This can be done to be able to carry out reforms in public administration. By using e-government, the Indonesian people will be greatly helped by the existence of this e-government. This article aims to be able to see how the development and implementation of e-government is happening in Indonesia. In addition, this article also seeks to see the efforts made by the Indonesian state to be able to improve the quality of public services in Indonesia through this e-government. This study will use a descriptive qualitative approach to be able to analyze research problems. The research data were obtained from the results of previous studies which are still relevant to this research. This research finds that there needs to be considerable effort for the Indonesian government in terms of financial and political will that is sustainable in order to be able to implement this e-government. Then the central and regional governments also need to realize that there is a paradigm shift when implementing e-government, where the government needs to be accountable and transparent. In addition, this change also needs to provide maximum benefits to the community effectively.
Many things have changed due to the emergence of the Covid-19 pandemic, including how the government manages its bureaucracy. This research will then aim to see how the public administration sees the bureaucracy can continue to run according to its function during the Covid-19 pandemic. This research will use a qualitative approach through a literature study method that will use relevant previous research and studies as data sources. This research then finds two main challenges that the bureaucracy needs to face during the pandemic. This challenge is internal in the form of efforts to regulate the resources owned so that the obligations of the bureaucracy can follow the duties and functions it has. The second challenge is how the community can continue to accept the services provided by the bureaucracy when there are various limitations in delivering public services.
Collaborative governance is governance in which stakeholders, notably the government, private parties, and the community, work together to develop answers to difficult-to-solve issues. Waste management is one of these issues. The purpose of this research is to examine collaborative governance-based waste management and the roles of each stakeholder in collaborative governance-based waste management in the city of Bandung. This research employs a qualitative approach to data collecting, including interviews, observations, and recording of numerous specified informants, as well as analytical approaches such as data reduction, data presentation, and conclusion. The results demonstrate that collaborative governance in waste management has been successfully implemented, from assessment through initiation, discussion, and execution. Collaboration in waste management in Bandung is still semi-formal, relying only on the commitment of partners. The KangPisman program recognizes this, a Bandung municipal government movement in waste management via efforts to minimize, segregate, and use garbage and make the kangpisman program refraction and become a lifestyle for residents in the city of Bandung.
