Purpose: The purpose of this study was to establish the effect of procurement contract management on sustainable performance of state corporations in Kenya. Methodology: The research design used in this research was mixed-methods research design. The study focused on 187 state corporation as the target population. Census was applied where all state corporations were surveyed and purposive sampling was used to pick the finance manager and the procurement manager which resulted to 374 respondents. The study main source of data was primary data which was gathered using research questionnaires. The gathered data was assessed with the help of Statistical Package for Social Sciences (SPSS) Version 28. The study carried out both descriptive and inferential analysis to draw conclusions. Results: The inferential analysis results revealed that procurement contract management had a significant and positive influence on the sustainable performance of state corporations in Kenya at p<0.05. This indicates that contract preparation, contract administration, contract control and monitoring and contract conflicts resolution mechanisms are crucial drivers of sustainable performance of an organization. The model summary found that a unit change in procurement contract management may account for a variability of 45.1% in a firm's sustainable performance. The R value for the model was 0.670 and the R2 was 0.451. This was a sign that the model was appropriate for establishing the link between procurement contract management and sustainable performance and, as a result, for drawing the conclusions and suggestions from the study. Unique Contribution to Theory, Practice and Policy: While the existing theory of public contracts used in this study was validated, the study recommends that the government through the appropriate regulatory agencies and the management of public procuring entities have the mandate to make sure that appropriate oversight of the management of contracts in state corporations is carried out as a means of ensuring accountability and justice throughout the entire process. According to the study, policymakers and state regulatory organizations should take the lead in making sure that contracts are properly documented and that they are diligently and effectively managed to ensure full adherence to the rules and regulations.
Purpose: Service State corporations are incorporated entities outside the mainstream civil service established for purposes of public service delivery. Performance of the state agencies is constantly under public scrutiny, in part because much of the funding and equity in them flows directly from the tax base of the Country. However, public procurement process has not matched the expectation of stakeholders in terms of achieving value for money and budget execution. This study therefore, sought to determine the influence of tender evaluation process on operational performance of service state corporations in Kenya. Methodology: This study adopted a survey research design. The study focused on the audit, ICT and Procurement Managers respectively as respondents of the 132 service state corporations in Kenya. Stratified Sampling Design was employed since the study population is not homogenous. Data was collected using self-administered questionnaires. The data collected was analyzed using SSPS version 21. Data analysis was conducted using descriptive and inferential statistics by use of moderated multiple regression analysis. Findings: The findings of this study revealed that tender evaluation process had a significant and positive influence on operational performance of service state corporations in Kenya. The model result found out that the coefficient of determination was 0.424 implying that 42.4% of operational performance of service state corporations in Kenya is explained by tender evaluation process. The study concluded that tender evaluation process was critical in enhancing the performance of service state corporations in Kenya. Unique contribution to theory, practice and policy: The study recommended that, in order to achieve value for money and reduce on cost of acquisition, service state corporations must implement the e-tendering process and adopt a transparent ranking procedure during the Tender evaluation Process. This will discourage against the deliberate use of fake competition by favoring a particular bidder. In addition, procurement purchases should be based on the prevailing market trends and consider the total cost of ownership.
Public participation is a concept enshrined in the Kenyan constitution, 2010 with an intention to devolve powers to the common citizens and increase transparency and accountability hence may play a role towards public procurement sustainability. However, the relationship between public participation through risk management and sustainable procurement management has not yet been established despite many community-based infrastructure projects facing a lot of supply disruptions, health and safety issues as well as poor supplier selection in county governments in Kenya. The study, therefore, intended to assess the influence of public participation through risk management for sustainable procurement management in devolved systems of government in Kenya. The study adopted a descriptive study design. The target population was 1146 while 348 respondents were sampled through a stratified sampling method from Makueni, Machakos, and Kitui Counties. Semi-structured questionnaires were used to collect data, descriptive and inferential statistics were used to analyze collected data while the F-test was used to test the hypothesis of the study. SPSS aided in data analysis. Key findings of the study indicate a positive and linear relationship between public participation (risk management) and sustainable procurement management. A recommendation is therefore made to both national Government and county governments to stipulate and implement policies that would improve public participation so as to improve sustainable procurement management in devolved systems of government. The study proposes that another public participation framework stipulates (Procurement planning, contract administration, monitoring, and evaluation) as well as other counties be investigated in order to have a holistic picture of the phenomena and the entire country.
This study intended to establish the influence of Supply chain management on performance of textile firms in Nairobi City County.. This study used descriptive research design. Both qualitative and quantitative research design was used to complement each other. The target population of this study was 120 respondents from the textile firms in Nairobi City County. This is the unit of analyzes. My unit of observation was the seven textile firms. For this study the unit of analysis comprised: two senior textile managers, two senior procurement officers and one senior officer from finance in each of the firms. The study opted to do a census survey since the firms were very few. A purposive random sampling technique was used to pick the right respondents.
