This study entitled teacher constraints motivate students in the learning process in public elementary school 46 Banda Aceh. As for the formulation of the problem in this research is (1) what are the efforts made in motivating students to learn at elementary school 46 Banda Aceh and (2) what are the contraints of teacher in motivating students on the learning process at elementary school 46 Banda Aceh. This study aims to describe the efforts of teacher to motivate students in the learning process and teacher constraints to motivate students in the learning process at elementary school 46 Banda Aceh. This research uses qualitative approach an deskriptive research type. The subjects in this study class teachers amounted to 6 people. Data collection is done by using observation sheets and interviews of teacher activities in the learning process in the classroom. While the data processing using guttman scale, using three stages of qualitative data analysis, namely; data reduction, display data, and drawing conclutions. Based on the results of observations and interviews can be concluded the existence of the teachers efforts in motivating students like, make good communication between students and parents, give verbal and non verbal reinforcement clearly, establish deep emotional relationships with students. Obstacles experienced by teachers among others, First, the verbalistic constraint of lack of understanding from students. Second, the interindividual constraint is that not all students are active. Third, the environmental barrier is the lack of cooperation between parents and teacher. It is recommended that teachers build good relationships with students and parents.

There sult sof this research showed that: (1) thereisrelationship between commitment (X1) and Y which significant to correlation value 0.635. It showed that commit ment have good relation ship with collaboration of teacher, (2) the correlationship between interpersonal communication (X2) and Y were significant with correlation value 0 .535. It showed that interpersonal communication hav enormal relationship with teacher's collaboration, and (3) Relationship togetherly between interpersonal commitment and communication with teacher's collaboration sceneasbigas 0.728. In other words, the relationship between the irorganization and capability 100% have not metyet requisite of being professionally teacher and to create the collaboration sphere which it should be. It alsomean that their collaboration scene isnot completeyet so that it need to bemore in creased infuturein order to getbetter quality for elementary schools at Meuraxa sub-district, city of Banda Aceh.
The education movement in schools should be able to strengthen the character of students through affective, cognitive and psychomotor harmonization in the learning process. The problems addressed in this research are: 1) How is the development of character value in the learning process in class IV elementary School Negeri 8 Banda Aceh? 2) What are the difficulties faced by teachers in developing character values in the learning process in class IV elementary School Negeri 8 Banda Aceh? This research aims to describe the development of character values and difficulties faced by teachers in the learning process in grade IV of SD Negeri 8 Banda Aceh. The approach used is qualitative research with a type of descriptive research. The subject in this study was 1 teacher and 38 students. The data collection techniques in this study are observations and interviews. Data analysis techniques used are data reduction, data presentation, and withdrawal of conclusions. The results of the development of character values in the learning process in class IV elementary School 8 Banda Aceh have been good, teachers always develop the value of students ' character through values of honesty, discipline, courtesy and courtesy, cooperation, responsibility, and In the learning process in the classroom and outside of class. Guru Selau to develop character values in each learning process continuously. As for the difficulties teachers face on the development of character values in the learning process is because of the number of students in the classroom so that teachers are difficult to develop those values because not all students get noticed The same individual. But teachers always give students a moral message in a classical, developing character values both in the classroom and out of class so that they become students of good behavior. Conclusion of this research is teachers have developed values of honesty, discipline, courtesy and courtesy, cooperation, responsibility, and mutual respect, and others well in class IV elementary School 8 Banda Aceh.
