This article aims to analyze and find out the strategies implemented by the Regional Government, especially the Kelurahan Governments in Gorontalo District in providing maximum service to the community. This study uses qualitative research methods with the intention of comprehensively knowing several things related to the implementation of E-Gov and to reveal the phenomena that occur in the application of E-Gov. The results showed that the capacity or ability of the Gorontalo District government in implementing the ¬E-Gov concept needs to be evaluated and continuously improved, especially in relation to the budget. This can be seen from the limited funds that are not allocated specifically for the Electronic Government, the limited allocation of funds that have been budgeted by the Government in Gorontalo District is still insufficient for E-Government development, so that activities carried out follow the amount of the budget given, in other words the budget can affect effectiveness of the implementation of activities carried out in the application of E-Government, so that the use and utilization of the budget must be effective and efficient. the implementation of E-Gov in Gorontalo District has been going well. However, there are still some obstacles that are faced, this can be seen from the human resources recruited to manage the Electronic Government who do not have the competence and expertise in this field and some do not even have expertise in the technology field. Penelitian ini menggunakan metode penelitian kualitatif dengan maksud untuk mengetahui secara komprehensif beberapa hal terkait dengan pelaksanaan E-Gov dan mengungkap fenomena yang terjadi dalam penerapan E-Gov. Hasil penelitian menunjukkan kapasitas atau kemampuan pemerintah Kabupaten Gorontalo dalam menerapkan konsep E-Gov perlu dilakukan evaluasi dan terus ditingkatkan terutama terkait dengan anggaran. Hal ini terlihat dari keterbatasan dana yang tidak dialokasikan khusus untuk Electronic Government,terbatasnya alokasi dana yang telah dianggarkan oleh Pemerintah di Kabupaten Gorontalo masih belum mencukupi untuk pengembangan E-Government, sehingga kegiatan yang dilakukan mengikuti jumlah anggaran yang diberikan, dengan kata lain anggaran dapat mempengaruhi efektivitas pelaksanaan kegiatan yang dilakukan di dalam penerapan E-Government, sehingga penggunaan dan pemanfaatan anggaran harus efektif dan efisien.penerapan E-Gov di Kabupaten Gorontalo sudah berjalan dengan baik. Namun, masih ada beberapa kendala yang dihadapi, hal ini dapat dilihat dari sumber daya manusia yang direkrut dalam mengelola Electronic Government belum memiliki kompetensi dan keahlian di bidang tersebut bahkan ada yang tidak memiliki keahlian di bidang teknologi

This study aims to determine the mechanism of operational vehicle use at the Office of the Regional Secretariat of Gorontalo City and Identify what efforts are made Regional Secretariat Office of Gorontalo. The research approach used is quantitative and supported by primary data and secondary data. The result of research shows that: 1) Mechanism of utilization of operational vehicle in Regional Secretariat Office of Gorontalo reaches 78,33%. 2) The operational vehicle lending mechanism within the Office of the Regional Secretariat of Gorontalo City has not produced satisfactory results. 3) Referring to the average achievement of 68.06%, it can be interpreted that the operational vehicle financing mechanism within the Office of the Regional Secretariat of Gorontalo City has not been as effective and as efficient as expected. 4) Reviewing the average acquisition percentage of alternative answers obtained reached 77.78, this result assumes that the operational vehicle security mechanism within the Office of the Regional Secretariat of Gorontalo City has not been as expected. 5) The system of operational vehicle responsibility within the Office of the Regional Secretariat of Gorontalo City has not produced satisfactory results, this is supported by the percentage of alternative choice of normative answers only reaches 65.28%.

This study aims to determine the System for Formulating Regional Work Unit Budget Plans (RKA-SKPD) in the Public Housing and Settlement Areas of Gorontalo Province. The research method used is a qualitative approach with descriptive research type. The results showed that in the preparation of the RKA- SKPD it was found that there were problems in its preparation. These problems are the lack of planning documents in the preparation of the RKA, budget constraints resulting in reduced budgets in program implementation, frequent delays in preparation time, copy and paste over the previous year's budget, lack of enthusiasm for budget efficiency and many other problems.

Penelitian ini bertujuan untuk mengetahui optimalisasi mekanisme teknis melalui pedoman pengelolaan aset Pemerintah yang sesuai dengan Peraturan daerah Kota Gorontalo Nomor 12 Tahun 2016 tentang Pengelolaan Barang Milik Daerah. Jenis penelitian yang digunakan adalah penelitian kualitatif dengan Pendekatan penelitian yaitu studi kasus kemudian sumber informasi dalam penelitian ini dipilih secara purposive. Data diperoleh melalui observasi, wawancara terbuka, dan studi dokumentasi. Hasil penelitian ini menunjukkan bahwa pelaksanaannya mekanisme pengelolaan barang Pemerintah Daerah Gorontalo berjalan sesuai pedoman meskipun ditemukan bahwa fungsi pengawasan dan pengendalian belum berjalan optimal, hal ini disebabkan karena SKPD belum memiliki pejabat pengurus barang. Disisi lain keberadaan pejabat pengurus barang sangat penting. Pejabat pengurus barang tersebut dibuat secara berjenjang mulai dari Kantor Dinas, Unit Pelaksana Teknis Dinas dan unit pengguna barang seperti sekolah. Pejabat pengurus barang inilah yang akan membuat Laporan Barang Pengguna Semesteran (LBPS). Selain itu, pengurus barang juga wajib membuat Laporan Barang Pengguna Tahunan (LBPT).Kata Kunci: Makanisme Teknis, Pengelolaan Aset, Barang Milik Daerah
