Аннотация: стратегическое партнерство государства и бизнеса определяется как ориентированное на достижение стратегических целей социально-экономического р а з вития страны, ее регионов долговременное и взаимовыгодное сотрудничество партнеров в экономической и управленческой сферах деятельности, основанное на совместном ис пользовании принадлежащих им ресурсов, реализации общих и согласованных особенных интересов, их взаимной ответственности. В современной практике востребованы различ ные формы стратегического партнерства государства и бизнеса: государственно-частное партнерство (ГЧП), используемое для производства общественных и частных товаров и услуг в широком спектре видов экономической деятельности; партнерство, связанное с пространственным развит ием экономики страны, ее регионов посредством использо вания т аких инструментов, как кластеры, особые экономические зоны, территории опе режающего развит ия; партнерство в сфере стратегического планирования, связанное с разработкой стратегий социально-экономического развит ия Российской Федерации, субъектов РФ, государственной экономической полит ики во всем разнообразии ее видов. Обоснована авторская трактовка механизма стратегического партнерства государства и бизнеса, раскрыта его структура, предложена ее содержательная характеристика. The purpose of this study is to define the economic context related to the functioning of the agricultural industry in the regions of the Central Federal District (CFD): the main structural sectors of the industry and its main results are described, and the main trends in the productivity and sustainability of agriculture in the region are analyzed. The results of the study indicate that investing in agricultural innovation is of great importance for improving the agricultural productivity, preserving the environment, and eradicating poverty and hunger. In the context of limited resources, a public-private partnership (PPP) can become a promising mechanism for the implementation of innovation projects in the agro-industrial complex. Due to the recent changes in the legislation of the Russian Federation, PPP agreements can be concluded in agriculture, which is relevant in the current conditions of the sanctions struggle and the need for import substitution of agricultural products. The mechanism for implementing projects in the agro-industrial complex using the PPP mechanisms allows an investor to reduce costs in the investment phase, reduce project risks by sharing them with the state, and guarantee sales or return on the project.

Аннотация: в статье предложены и содержательно раскрыты направления совер шенствование организационного и методического обеспечения процесса разработки реги ональных стратегий второго поколения. В их числе: закрепление за бизнесом статуса одного из субъектов стратегического планирования; синхронизация разработки регио нальной и муниципальных стратегий; активизация участия представителей разных групп стейкхолдеров, жителей региона в разработке стратегии. К л ю ч ев ы е сл о в а : региональная стратегия, процесс разработки, совершенствование организационного и методического обеспечения.

The efficient development of the national economy largely depends on the level of support for its economic security (ES) because an independent external and internal policy that meets national interests can be pursued only in this context. The purpose of the study is to analyze the features of managing the ES of a business entity in the context of financial instability (FI). The relevance of solving the problem of ES for entrepreneurship as a factor of the state's ES is revealed in the article; various theoretical approaches to understanding the essence of ES for entrepreneurship, as well as FI of a business entity as a threat to ES for entrepreneurship are analyzed. Expert opinions on priority models for assessing the financial condition of a business entity are generalized on the basis of an expert survey, and international experience in preventing bankruptcy of business entities is analyzed to compass the purpose.

the article characterizes the transfer pricing in international markets, analyzes the “arm’s length principle” as the main principle of taxation of interdependent companies, the motivation of transfer pricing participants, the main features of the transfer pricing practice, and the system regulating the transfer pricing at the interstate level. Based on analyzing various aspects of information support for the transfer pricing system, it has been proved that the best approach to improving it is to establish a permanent document flow to substantiate the level of transfer prices and to further draw up management, financial and tax reports. The novelty of the study consists in the recommendations on the sequence of actions to form a unified system of document flow, and management and financial accounting that would provide management with the information on all transactions with affiliates
