In the article, the authors reveal the role and place of international and national provisions of law in regulating the use of outer space under the new scientific paradigm of outer space. The authors prove that the new technologies of using outer space contradict the existing international sources of space law. Consequently, the spacefaring nations independently approve the national legislation. However, sometimes the national provisions of space law of one State are not recognized by other spacefaring nations. This leads to intergovernmental political tension. The authors offer possible solutions to this problem.
The article deals with defining directions for improving the training of specialists for pre-trial investigation bodies of the National Police. Every year, more demanding demands are placed on law enforcement activities of state bodies, in particular the National Police, which in turn requires an increase in the amount of knowledge required by police officers. Increasing the intellectual level of criminals, using offenders more sophisticated methods and means of committing offenses, careful training, masking criminal acts require adequate response of law enforcement agencies, which in turn requires appropriate training of Interior Ministry employees. An analysis of the publications which initiated the solution of this problem showed that today there is a lack of thorough research on the directions of improving the training of specialists for the bodies of pre-trial investigation of the National Police, which determines the relevance of the investigated problems. At present, within the structure of higher education institutions of the Ministry of Internal Affairs of Ukraine, the specialization of training police officers is focused only on the process of training police officers of criminal police (Dnipropetrovsk State University of Internal Affairs - financial and economic security; Odessa State University of Internal Affairs - units of counteraction etc.). In turn, the process of training specialists for pre-trial investigation bodies does not have such an extensive system of training areas. As a result of the conducted research, it is concluded that there is an urgent need to improve the training of specialists for pre-trial investigation bodies of the National Police. The main directions for improving the training of specialists for the pre-trial investigation bodies of the National Police should be: 1) increasing the requirements for the quality of legal education and professional training of future employees of investigative units; 2) introduction of training of experts for pre-trial investigation bodies according to the profiles assigned by the Ministry of Internal Affairs of Ukraine; 3) introduction of an effective model of conducting binary classes with the involvement of experienced staff of pre-trial investigation bodies in the process of training specialists for such bodies.
The aim of the article was to analyze the main scientific and practical provisions with respect to the aspects of ensuring the implementation of the law enforcement function of the state under the legal regime of martial law in Ukraine. The object of the analysis were the social relations arising in the sphere of its implementation under the legal regime of martial law. The diversity of the posed object of research gave rise to the use of a wide range of methods, namely: analysis, logical, generalization, interpretation, system and structural, comparative and legal method. It was concluded that the most essential mechanism for the functioning of complicated legal regimes for the state is the provision of human and citizens' rights and freedoms (performance of law enforcement functions) regardless of varying circumstances, situations and factors. In practical terms, the rights violated as a result of the martial law regime must be restored by the state, which includes a set of relevant actions and means. The implementation aspects of the State's law enforcement function are defined as the main vectors that are grouped according to common characteristics.
The article analyzes the international experience of functioning of bodies and institutions ensuring observance of discipline and law and order in law enforcement bodies, the corresponding data are compared with functioning of inspections on personnel of department of personnel of National police of Ukraine and, on the basis of the received information. In different countries of the world, control bodies are called differently, and in the system of the National Police of Ukraine, there are several such bodies, one of which is the inspection of personnel, but, in turn, the author proposes to investigate the functioning of disciplinary bodies and legality in law enforcement agencies in the world, as this positive experience can make it possible to optimize the functioning of the institution in the national space. International experience of the relevant processes is characterized by various features that set out the essence and importance of discipline and legality in the activities of law enforcement agencies. The issue of using international experience in improving the functioning of institutions that ensure discipline and legality in law enforcement is one of the most important. From the proper functioning of law enforcement agencies, first of all, depends on the level of human and civil rights and freedoms in each state where they exist. Based on a survey of the concept of discipline and legality, as well as determining its importance in the law enforcement system, analyzing the international experience of ensuring discipline and legality by relevant bodies in law enforcement agencies, namely the police and identifying, based on analysis, the main methods of achieving appropriate bodies set goals, the authors identified the relevant conclusions.
