Sustainable development as known to be an approach to economic planning that seeks to promote economic growth while maintaining the quality of the environment for future generations. Sustainable socio-economic development of society implies the acceleration and expansion of entrepreneurial activity of its members. Academic or university entrepreneurship is the accelerator of scientific and technological progress and innovative development of the knowledge society. Authors propose to introduce a new scientific direction in the sphere of higher education with a new scientific term – "Innovatics of higher education" / "higher education innovatics". The theoretical foundations and practical provisions of the new scientific direction in the sphere of higher education – the innovatics in higher education includes a complex of innovative changes in such inherent in higher education types of activities as: teaching, training, study; scientific and R&D activities, new technic and technologies development, construction and design creativity; cultural and moral development, upbringing of human values; education of honesty and justice, patriotism and peacefulness; instilling love and tolerance for one's neighbor, mercy and charity, compassion; engineering, technical, informational activities; financial and economic support of the educational process and R&D, operating and business expenses, development and expansion of activities; inventive and patent-licensing activities, technology transfer; academic or university entrepreneurship; sports, recreational, festive and extracurricular activities; and other types of activities of universities, colleges and other institutions related / involved / associated with higher education. Thus, innovatics in higher education (as the complex of innovations in the whale sphere of higher education) includes innovative changes in almost all areas of higher education to enhance and/or improve the quality training of professionally prepared and responsible citizens of the modern community and for development of university R&D. These can be useful for reforming the national higher education system of Ukraine and for the development of a new scientific direction in the field of higher education. The unique essence (characteristic) of higher education is that it is: 1) an educational process - providing by higher education institutions or scientific institutions to citizens of their and other countries and the new knowledge (transfer of knowledge) and nurturing in them the qualities necessary for society; 2) the process of searching for new knowledge (scientific activity), applied use of knowledge and technology transfer (scientific and technical activity); 3) the sphere of human activity; 4) the branch of national economy; 5) an open educational, scientific and cultural system that has its structure, purpose, characteristics and principles of functioning and which exists and develops under the influence of the external environment (society); 6) subsystem (component) of the general system of humanitarian policy and non-material activity of society; 7) the engine of innovative socio-economic development of society. Many years of experience of economically developed countries of the world testify to the decisive complex socio-economic role of higher education and science in the process of extended reproduction, including - reproduction of industrial relations between people in this field, its specific patterns, as well as a direct impact on the economic growth of society.
The purpose of the article is the development of the concept and fundamentals of the innovatics of higher education, further development, and improvement of higher education innovatics, the definition of directions, and management of innovations in the field of higher education and science. Higher education innovatics, proposed by the authors, studies and summarizes theoretical issues and practices of implementing and managing innovation activities of higher educational institutions, scientific institutions, organizations and management bodies associated with the higher education system. This article analyzes innovative changes in the higher education system caused by the environment of academic capitalism. Among them: basic issues of the organizational theory of higher education innovatics; analysis of the direction and impact of innovation processes in the field of higher education and science on the objects and subjects of innovative transformations; the role of the state in the management of innovation activities in the field of higher education and science; types of innovations in the higher education system that can lead to innovative changes; innovations of economic and market type in higher education; innovations of organizational type in the higher education sphere; innovations of educational and pedagogical type in the system of higher education; means and tools for innovation management in education; problems of the forced or emergency distance learning, etc.Innovative activity in the field of higher education and science leads to serious innovative transformations both in the entire field of higher education and science, and in its subjects – universities, research institutes, and related organizations and institutions.
Most of the innovative changes in higher education in relation to academic capitalism are based on market principles. The aim of the article is to further study and determine the innovative directions of the reform of higher education. For this, it is necessary to create and implement a scientific and applied system that combines theoretical and practical approaches to the innovative development of higher education. The authors propose the further development of a new scientific direction in the field of higher education - “innovatics of higher education”. Theoretical foundations and practical issues of higher education innovatics include innovative changes in a number of activities. The main of these activities are: teaching, training and study; R&D, engineering, IT and technologies development, projects activity and design creativity; financial and economic support of the educational process, R&D, activities development and business expanses; inventive and patent-licensing activities, technology transfer, academic/university entrepreneurship; cultural and moral development, upbringing of cultural, moral and human values; sports, recreational, festive and extracurricular activities including other types of universities activities. Thus, innovatics of higher education includes innovative changes in almost all areas of higher education to enhance the quality training of professionals and responsible citizens of the modern community. More over innovations can guarantee financial independence, economic stability and competitiveness for a university development. This will be useful both for reforming the higher education systems and for universities R&D in Ukraine and other countries.
The purpose of the work is to study the complex essence of higher education as an integral part of the anthroposphere (technosphere); to define the main fundamental tasks of innovative academic (university) entrepreneurship; to study the main types of innovations initiated by academic capitalism in the higher education system, which can lead to innovative changes and its classification; to determine the main objects of innovation activity in the field of higher education and science and expedient directions of further innovative development of higher education in Ukraine; to study the types of innovations in the higher education system. Innovative transformations in the sphere of higher education and science are considered by the authors as objectively conditioned transformational changes caused by the environment of academic capitalism. The core of the study is academic or university entrepreneurship based on the market relations spread by academic capitalism in the sphere of scientific and educational activities of universities, research institutes and other institutions and organizations of this field. An important basis of scientific work is the application to national conditions of the Triple helix model of innovation of N. Etzkowitz on the innovative development of society. Scientific novelty consists of the following: the world experience of innovative transformations in the sphere of higher education and science occurring under conditions of academic capitalism is studied; theoretical data for new approaches in understanding of innovative transformations in the sphere of higher education and science which are economic categories and occur under market laws are formulated and offered; new approaches for further innovative reformation of higher education and science under conditions of academic capitalism are offered. A new scientific term of “innovatics of higher education” has been put into circulation. Provisions on the uniqueness of the essence of higher education, the main fundamental tasks of innovative academic (university) entrepreneurship, the types of innovations initiated by academic capitalism in higher education that can lead to innovative changes, and their classification of both theoretical and practical importance for the development of domestic science and higher education are proposed. The main objects of innovative activity in the sphere of higher education and science, the corresponding directions of further innovative development of higher education in Ukraine, as well as the types of innovations in higher education that can lead to innovative changes are also defined.
