Introduction. The peculiarity of the current period development determined the need to change the vector, format and scale of the structural transformation of the Russian economy. This necessitated the need for domestic development only on the basis of achieving technological sovereignty as the main factor of economic growth and a condition of national security. It is revealed that one of the reasons for the low level of its achievement is the low innovative activity of organizations and a small proportion of organizations creating technological innovations and developments in the subjects of the Russian Federation. Theoretical analysis. The article examines the place and role of technological sovereignty in increasing national independence. Various approaches to understanding the essence of technological sovereignty are considered. A retrospective analysis of the “technological sovereignty” category formation is carried out, its priority over the policy of import substitution is proved. Empirical analysis. The analysis of the organizations’ innovative activity indicators dynamics by subjects of the Russian Federation and by types of economic activity, as well as the dynamics of the share of organizations in the total number of surveyed organizations of the Russian Federation engaged in technological innovations is carried out. The results allowed to make a conclusion about the negative trend of most of the indicators’ values. The obtained results confirmed the need to revise the vector of domestic economy development, the research activities activation as the main factor of ensuring technological sovereignty. Results. The result of the study is the identification and systematization of priority areas and measures to ensure technological sovereignty. The specific characteristics of the sovereignties influencing the achievement of universal sovereignty based on the construction of a sovereign economy model are shown. Based on theoretical and empirical analysis, assumptions are made about the different sovereignties level of development in the Russian Federation.
The entrepreneurial ecosystem of universities is frequently recognized to have a key influence on the innovative activity of the related regions. However, these relationships have not been explored in the scientific literature regarding Russia. Therefore, the current study aims to determine and identify the contours of the entrepreneurial ecosystem of domestic universities in terms of the innovative activity of subjects in Russian regions. The methodological toolkit covers methods for information processing such as monographic desk research, hierarchical cluster and correlation analyses, and comparative analysis. Applying a hierarchical cluster analysis, we grouped universities according to the level of entrepreneurial activity with the allocation of the average value in order to determine the existing correlations and elucidate the problems in involving university innovations in the ratings of innovative activity of regions. The results contribute to the development of existing approaches toward the study of the entrepreneurial ecosystems of universities through a deeper understanding of their role in stimulating the innovative activity of regions and transformation processes.
Introduction. In solving the issue of ensuring the effective implementation of the company’s lending strategy for the purpose of its rational formation, the issues of internal monitoring of enterprises are of particular relevance. Theoretical analysis. The article deals with the theoretical aspects of developing algorithmized tools for the development of a system for monitoring the credit strategy of an enterprise is justified. Empirical analysis. The analysis of the ratio of issued credit loan funds and overdue debt of legal entities of the Russian Federation is carried out, the dynamics of the industries’ debt burden is shown. Results. Methodological approaches to monitoring enterprises in the system of bank lending have been developed. The proposed algorithmized mechanism for monitoring the implementation of the current strategy, which is carried out in two stages. At the same time, at the first stage, an analysis of market and non-market factors affecting the implementation of strategies is carried out. At the second stage, the internal environment of enterprises is analyzed. The practical implementation of the research results suggests the possibility of using a shell-based mechanism for monitoring the credit strategy at specific enterprises.
