The article presents a focused analysis of the Russian-language scientific literature of the first decades of the twenty-first century on the problems of the development of social informatics in Russia. The authors have shown that the multidimensionality of social informatics causes an increasing interdisciplinary research interest in the professional community and is divided into four directions. First, researchers refined the conceptual foundations of social informatics. The second direction is devoted to the study of information resources in their dynamics. The third direction considers and analyses digital traces and their use under the conditions of digital transformation. The fourth direction is devoted to the problems of children and young people in the information environment. The authors achieve intermediate results. Firstly, the clarification of the conceptual basis of the study of social informatics is due to the public demand for comprehensive informatization. Secondly, interest in information resources is due to the need for effective organization of data series in information systems. Thirdly, the accounting and analysis of digital traces and their use are due to the public need for collective security. Fourthly, it is necessary to observe the problems of perception and use of digital technologies by children and young people, as well as their socialization in the developing information society. Finally, the authors conclude that the potential of social informatics is increased by an interdisciplinary interest in qualitative changes in Russian society in the context of digital transformation.
The article examines the main problems of such a social institution`s functioning in the Russian state as a public service. The particular attention is paid to the ethical principles of the state and municipal employees in the context of the administrative ethics. It is noted that one of the problems of the civil service as a social institution in the country is the lack of citizens` awareness of the civil servants` activities results as well as the excessive bureaucratization of the internal activities of public authorities in the country.
The article is devoted to measuring the effectiveness of the state national policy in Saratov region by means of using sociological methods and practices. The most commonly used method of obtaining social information in such studies was the combination of quantitative (questionnaire) and qualitative (expert survey) methods. The study revealed a number of trends in the development of the ethno-confessional situation in Saratov region. The results of the mass survey indicate a low and increasingly declining level of both national and religious conflicts in Saratov region. One of the indicators of religious and national tolerance is the characterization of emotional expression towards the representatives of different beliefs and nationalities. The analysis of these data confirms the above-described trends. A general assessment of the dynamics of interethnic relations in Saratov region also allows to speak about stability. The survey of experts made it possible to more thoroughly analyze the state of ethno-confessional relations and state national policy in this field. The significant differences in the general assessments of inter-ethnic relations in the regional context, public organizations and authorities in the field of the implementation of ethno-confessional policy between the respondents-representatives of authorities and the respondents-representatives of public organizations and the scientific community were revealed. The fundamental agreement was achieved on the current state of interethnic relations in Saratov region regarding the ethno-political situation on the part of the state authorities. The modern ethnopolitical situation is assessed as a stable and relatively calm one.
The article presents the overview of the empirical research on digital socialization of children, adolescents and young adults on the Internet Development Foundation materials. The publication activities of the Foundation in terms of methodological and empirical interest to the individual in the information society are focused on the problems of ensuring the safety of young Internet users, protecting them from illegal and aggressive content. The authors’ secondary analysis of primary data, obtained in the course of numerous empirical researches of Internet Development Fund, allows to make a conclusion, that one of the most discussed, disturbing and burning problems of information society is the problem of Internet addiction among postmillennials. It shows the multidimensionality of the scientific research in the context of socially important problems of Internet safety for young Internet users. The bibliographical description of the studies of cyberbullying, sexting, gaming addiction, technophobia is given. The conclusion about the necessity of sociological monitoring of the digital socialization process and the development of digital sociology is substantiated.
В статье представлен сравнительный анализ Концепции и Стратегии государственной национальной политики в части эффективности реализуемых практик нациестроительства и гармонизации этноконфессиональных отношений на региональном уровне. Авторы рассматривают государственную национальную политику России, акцентируя внимание на фоновом контексте этнокультурных регулянтов. Авторская рефлексия направлена на определение эффективности наиболее часто используемых способов получения социальной информации. Делается вывод, что серьезным ресурсным потенциалом обладают методология Verstehen и этнометодология. В этом предметном поле исследовательский интерес сфокусирован на процедурах интерпретации, скрытых, неосознаваемых, нерефлексивных механизмах социальной коммуникации в контексте изучения взаимосвязи этнических и социальных явлений в современном обществе, этнических процессов в различных социальных группах и социальных процессов в различных этнических общностях.
