For over a decade, estonia's fast track in implementing cuttingedge technologies remains in the focus of global public discourse, and has conquered young technocrats at home. With 'e-estonia' being showcased as a national visit card, one of its intrinsic parts is e-governance-the framework of a seamless digital connection between the citizen and the state. over the years of success, estonian model has often been referred to as opposite, contrasting or different to the previous patterns of 'traditional public administration', and moreover-as a part of estonian national idea and a value itself. the aim of this article is to analyse the place of the phenomenon of e-governance in estonian cyberlibertarian discourse through the lens of the concepts of 'idol' and 'ideal public sphere' with subsequent connotations for local public policy.
In this paper, the authors analyse the ambiguous political decision to ban the major Russian web resources from access to the Ukrainian market, in spite of heavy criticisms from local and foreign experts. While the supporters of the new internet policy claimed the new strategy to be coherent with cybersecurity priorities of the country, the opponents pointed out a set of legal and political limitations. Drawing on the setting and results of taking a new approach to information policy, we describe the fragility of Euromaidan democratic heritage and drawbacks of the current political regime. The logical method of legal interpretation has been applied to analyse the controversies of the current legislation on Russian internet resources restriction. The article concludes that Ukrainian post-Euromaidan governance model needs to consolidate the efforts in order to prove the commitment to freedom of speech as a core European value and replace spontaneous actions with an evidence-based approach to political decision-making.
Disruptive technologies and the domination of digital platforms have challenged the global economy players twice — first, to get a hand on them, then to mitigate the possible risks. It is beyond doubt that reliable artificial intelligence (AI) can bring many benefits at the European level, such as better health care, safer and cleaner transport, more efficient manufacturing, and sustainable energy. But regulating the unknown requires considerable effort on how to attract investors using clear rules while keeping human control over the algorithms as a priority. In April 2021, the EU Commission published a holistic proposal to regulate the use of AI, which promises to put trust first and ensure that facial recognition and big data operators will never abuse fundamental human rights. Although the proposal is likely to be amended during EU-wide discussions, the new approach to AI will clearly give citizens the reassurance to adopt these technologies while encouraging companies to develop them. Hence, this article aims to map the core challenges for the EU policy on the use of AI, as well as the milestones of developing the holistic legislative proposal, and clarify if the afore-mentioned proposal indeed solves all the AI-related risks for future generations.
