Knowledge and non-knowledge are equally constitutive for political decisionmaking. The relationship between what we know, what we do not know, what we cannot know and what we do not like to know determines the cognitive frame for political practice. This article analyses how uncertainty is perceived and how danger is constructed in the global 'war on terror'. We fist identify threats, risks, catastrophes and ignorance as distinct kinds of danger. We then demonstrate how different notions of probability are used to determine their magnitude and to assign political responsibility. In the third part, we show how these 'logics of danger' play out in current anti-terror strategies. Security policy in general and the 'war on terror' in particular can only be explained, we argue, if ways of managing non-knowledge are taken into account. BackgroundClinical risk management (CRM) plays a crucial role in enabling hospitals to identify, contain, and manage risks related to patient safety. So far, no instruments are available to measure and monitor the level of implementation of CRM. Therefore, our objective was to develop an instrument for assessing CRM in hospitals.MethodsThe instrument was developed based on a literature review, which identified key elements of CRM. These elements were then discussed with a panel of patient safety experts. A theoretical model was used to describe the level to which CRM elements have been implemented within the organization. Interviews with CRM practitioners and a pilot evaluation were conducted to revise the instrument. The first nationwide application of the instrument (138 participating Swiss hospitals) was complemented by in-depth interviews with 25 CRM practitioners in selected hospitals, for validation purposes.ResultsThe monitoring instrument consists of 28 main questions organized in three sections: 1) Implementation and organizational integration of CRM, 2) Strategic objectives and operational implementation of CRM at hospital level, and 3) Overview of CRM in different services. The instrument is available in four languages (English, German, French, and Italian). It allows hospitals to gather comprehensive and systematic data on their CRM practice and to identify areas for further improvement.ConclusionsWe have developed an instrument for assessing development stages of CRM in hospitals that should be feasible for a continuous monitoring of developments in this important area of patient safety.
Analysis of sequence similarity and comparison of the three-dimensional (3D) structures of troponin C and calmodulin have revealed a sequence in the central helix of calmodulin with a high probability for bending. The three amino acids known to form a bend in the N-terminal portion of troponin C are also found in the central helix of calmodulin. The modelling of a bent calmodulin structure, using the dihedral angles of the three residues in the bend of troponin C as a 3D template, results in a conformation of calmodulin where the N-and C-terminal domains are able to form contacts. Dynamics simulations starting from the X-ray structure of calmodulin and from the modelled bent calmodulin were carried out to compare flexibility and correlated movements of CaZ+ in the binding loops. Both conformations of calmodulin remained stable during the period of simulation. In the simulation of calmodulin in the extended form, the motions of the Ca2+ atoms in the two domains (Ca2'l and CaZ ' 2 in one domain, and Ca2+3 and Ca2+4 in the other) are correlated. In the simulation of the bent form, an additional correlation between the Ca atoms in the two different domains is observed. The results are compatible with the occurrence of a bent conformation of calmodulin in the presence of targets, and with increased Ca2+ affinity and cooperativity of the CaZ + -binding loops in the calmodulin-peptide complexes.
This article analyses legal aspects of the `war on terror'. It argues that, by making recourse to a semantic of risk, danger and, in particular, precaution, the `war on terror' blurs crucial political and legal categories of public and private, of peace and war, of combatants and civilians, thus redefining the relationship between political responsibility, time and security. As a consequence, the extrajudicial killing of individuals becomes a form of risk management that takes place beyond established mechanisms of accountability.

Functional differentiation seems to promise an avenue to describe global processes beyond a methodological nationalism. In this contribution I argue that while we have already made some progress in describing the spatial implications of functional differentiation, less effort has been spent on the temporal side of the story. This contribution highlights this aspect and points to shifting temporalities in the context of finance and international law. This perspective suggests that many “governance problems” might be due to the clash of different temporalities co‐existing in world society.
