Urban heritage is one of the primary sign and symbols of human evolution through history. It means inherited civilization of predecessors and it is a unique and irreplaceable resource which reflects a rich and diverse expression of past societies and forms an integral part of cultural identity. It is not limited to the language or literature alone, but in the same time it reflects the capacity of man to overcome surrounding environment. It also includes the physical and sentimental elements of the community together with philosophy, religion, science, art and architecture in a society. In this context urban heritage, especially historic buildings and places, are significant because of their uses as places where people's daily life activities. However, many heritage buildings also offer specific challenges that need to be overcome when providing access for all. Therefore especially for people with disabilities, elderly people or other types of temporary impairments, barriers exist which make visiting and using historic buildings and places difficult or sometimes impossible. For a society based on freedom and equal rights, making the built heritage more accessible is a key to providing its citizens with autonomy, freedom of choice and the means to pursue an active social and economic life. The epidemic process experienced on a global scale, together with the health field in which it emerged, directly affected daily life from education to tourism, from production to consumption. This effect has been so great. Even the process of returning to normal starting from the first half of 2020 has been defined as the new normal. The new normal has changed the individual’s daily life space and boundaries and imposed restrictions on the use of public exteriors from residential interiors. The change in the use of the space has also changed the relations, communication style, and interaction with space and those who use the space. Relationships and interactions established in daily life have started to be realized almost through residences due to the limitations on public space. Education, work, entertainment, commerce has been started distance and digital environment. This situation causes to changes in behaviors and the way they socialize. The change in the way people socialize and lifestyle with the epidemic causes transform in the use of public and private spaces. As the dynamics of the city change, these areas need to rethink the designs and develop creative solutions. Spatial studies on the Covid 19 pandemic process are approached from different aspects and it is seen that the studies are multidimensional. In the study, these different views are analyzed and the paper is focused from a different framework. It is aimed to contribute to the epidemic process by developing suggestions for public space approaches and possibilities. The method of the study is determined as the evaluation of physical and virtual public space through examples in accordance with literature researches and discussions. It is important to develop new perspectives on the impact of the epidemic on urban environments and to understand what the long-term impacts could have on the public sphere. And then, it is aimed to conduct research on the socio-spatial impacts to be developed according to the results of Covid 19 measures. Therefore, within the scope of the study, the effects of the epidemic in urban spaces are tried to be understood. It is discussed how the possibilities of new public spaces occurring in the built environment and virtual environment will change the nature and definition of this concept.
Historical environment is a unique and irreplaceable resource which reflects the social, cultural and economic characteristics of the past societies (Donely, 2011). It is an integral part of local, regional and national cultural idendity. The environment especially consists of historical environment and buildings are significant because of their uses as place where people's daily life activities. Moreover, meeting of social and cultural assets which societies have been figuring from the past with daily life turns into a resource for a sustainable future. However, it is generally impossible that those buildings which have been constructed in their own terms can satisfy the needs of today. In Turkey where the balance of protecting-using is on behalf of the first one, the protection policies and protection regulations exceedingly limit the intervention to the natural environments. Wishing that historical buildings are actualized into daily life on one hand and clamping down on accessing, visiting and using those buildings on the other hand leads to a serious discrepancy. However, the prominent examples which oversee the balance of protecting-using show that historical environments can be intervened through designing which will create or add values without compromising on protection. All sorts of interventions to be conducted consider the potential needs of the users without giving any harms to the originality of the building. Thus, it is expected that everyone can access the buildup area including the historical buildings, products and services and information equally and under equitable conditions. The environment and buildings we live in indicate a chain like structure that includes interior spaces; urban spaces as well as part of nature surrounding the city. In spite of the fact that educational building, especially higher-educational buildings posses various peculiarities due to variety and change in education, research, social and culturel values they still represent one of the uppermost features of the urban environment in every society. Higher-education differ from other education system by orientating the individual one of the branches of science, art and literature. Therefore Higher Eucation Institutions are the most efficient organization for the rapid progress of nations on international platforms. Education in these institutions is widespread on campusses. Although there are many important planning criterias such as location aspects, economy, city-university relationship, educational system and population etc. that may effec the design of university campus settlements, the concepts such as accessibility for all, universal design / design for all or iclusive design have not been taken into consideration in campus planning until recent years. This paper is focused primarily on the accessibility of the university campuses. 21. yüzyılla birlikte değişen sosyal çevre, kamusal sanata olan ilgiyi artırmış ve sanat, toplumsal bir ihtiyaca dönüşmüştür. Kamusal alandaki sanatsal faaliyetler çeşitlendikçe sanat, kamusal alanın vazgeçilmez bir parçası olmaya başlamıştır. 2000'li yıllardan bu yana hem süreç hem de sonuç odaklı kamusal sanat faaliyetleri pavyon ve enstalasyon gibi deneysel çalışmalarla yeni bir ivme kazanmış ve bu durum kamusal sanatı başka bir noktaya getirmiştir. Öyle ki bu farklılaşma sanatla/sanat ürünü ile olan etkileşime de yansımış ve gelişen teknoloji ile birlikte fiziki erişim dışında kamusal faaliyetlere yeni erişim şekilleri ortaya çıkmış ve kısa sürede yaygınlaşmıştır. Bu çalışma, 21. yüzyılda pavyon-enstalasyon gibi disiplinler arası deneysel kamusal sanat ürünlerinin sayılarının artmasıyla ortaya çıkan biçimsel, işlevsel ve uygulama alanındaki benzerliklerini ve bu doğrultuda giderek tek tipleşmelerini örnekler üzerinden tablolar aracılığıyla ele alarak, sanatın deneyselliğini sorgulamakta ve içinde bulunduğumuz Covid-19 salgını döneminde kamusal sanatın nasıl bir dönüşüm yaşadığını tartışmaktadır. Bu doğrultuda 21. yüzyılda, çoğu kamusal sanat ürününün özgün olamaması ve kendini tekrar etmesinin kamusal sanat ile deneysellik arasına mesafe koyduğu sonucuna varılmıştır. Covid-19 salgın sürecinde ise sosyal mesafeden ötürü herhangi bir bağlama ait olamayan sanatın, dijital sanata kayma halinin tıpkı salgından önceki deneysel kamusal sanatın tek tipleşmesi süreci gibi bu dönemi de tek tipleştirebileceği düşünülmektedir.
