Very few governments in developing countries have taken concrete steps to improve the efficiency and capability of their personnel systems. Without reforming these systems it would be well-nigh impossible for policy-makers to achieve the goals of new economic order, which demands excellence at every level of governance. The first stage of reforms process in civil services will thus have to begin from the acquisition stage. This article seeks to attempt and suggest changes in the recruitment methods and philosophy in relation to higher civil services in India, based on the premise that if governmental systems wish to move fast in the race to achieve higher rates of economic growth along with reasonable social development, which require efficiency and excellence in public personnel management, the move should start from the recruitment stage itself.
