RESUMOO escopo deste trabalho é apresentar uma visão sobre produção de conhecimento na sociedade contemporâ-nea, que identifica três categorias denominadas Modo 2 e Modo 3, que se distanciam da forma chamada tradicional ou Modo 1. Tal apresentação tem como foco a produção de conhecimento nas atividades de segurança pública. Observa-se, ao redor do mundo, a emergência de think tanks, como o Police Executive Research Forum (PERF), sediado em Washington, Estados Unidos, com o papel de conectar produção de conhecimento e polí-tica pública. Os projetos do PERF são tomados como evidência provisória de que problemas de pesquisa produzidos em ambiente contextualizado estão sendo orientados para solução de problemas reais. Além disso, a execução das pesquisas ocorre a partir da contribuição de distintos participantes, e os resultados são utilizados como instrumento de compreensão e de desenvolvimento do sistema de segurança. Analisar a experiência dos security think tanks se destina à inspiração na elaboração de políticas regionais de pesquisa em segurança pública como apoio ao desenvolvimento dos níveis operacional, tático e estratégicos das organizações. Depreende-se a necessidade de identificar os modos recentes de produção de conhecimento científico para compor arranjos locais de desenvolvimento do setor em vez de adotar cópias mecânicas de soluções ou modelos exógenos.Palavras-chave: Produção de conhecimento; Modos 1, 2, 3; Think tank; Pesquisa orientada à solução de problemas; Segurança pública. ABSTRACTThe scope of this work is to present a vision on production of knowledge in contemporary society, which identifies three categories called Mode 2 and Mode 3, which differ from the called traditional form or Mode 1. This presentation focuses on the production of knowledge in public security activities. It is observed around the world, the emergence of think tanks such as the Police Executive Research Forum (PERF), headquartered in Washington, United States, with the role of connecting knowledge production and policy. The PERF projects are taken as preliminary evidence that research problems produced in contextualized environment are being told to solve real problems. Furthermore, the execution of the research occurs from the contribution of different participants, and the results are used as a tool for understanding and development of the public safety sector. This thesis deals with the coproduction of knowledge and of policy in Brazilian public security. Among the main concepts about knowledge production, coproduction can be highlighted as a construct which argues that science frames and is framed by society. Based on this approach, this study draws upon the constructivist paradigm, which claims that reality cannot be taken for granted, instead it is created by the actions of several actors involved in any given process. The assumption of this thesis is that science is ubiquitous to all social environments. Hence, there are two ensuing questions: i) how the policy for knowledge production and diffusion is related to policy implementation, and ii) what are the relationships established between public security operators and knowledge production in this area; both relate to Brazilian public security. This study aims to identify and understand the factors that affect the systematization of knowledge production and dissemination focusing on sectorial policies. The object of analysis is the 'public debate' which crosses and/or is leveraged by the Brazilian Forum on Public Security. Observations of the Forum made possible the investigation of a heterogeneous inter-acting group of actors, including researchers, faculty members, third sector representatives and operators. We find that it has been created an explicitalbeit incipientscience policy dimension inside public security services, which in spite of some setbacks, manifested itself by: i) a tendency of a rise in schooling levels as an entry requirement, training and professional qualification, and ii) more recently, data collection and statistics production. The implicit element of science policy in public security brought antagonisms and synergy among different voices which establish symbolic and material negotiations for the molding of knowledge that will allow linkages between practice and theory. The data suggest that the success of this process will depend on elements such as interacting skills, trust building, the usefulness of the knowledge produced and reciprocity in acknowledging expertise in peers. Taking together, these elements have carved out present knowledge which shapes the competitors socio-technical imaginaries of how public security should be established in the future. This research has contributed to the understanding of important immaterial factors that affect the coproduction of synergy bridges between these heterogeneous epistemic communities, besides proposing a methodology for public policy studies.
