This paper presents the identification of a new programming language concept and reports our initial investigations of its utility. The concept is to identify persistence as an orthogonal property of data, independent of data type and the way in which data is manipulated. This is expressed by the principle that all data objects, independent of their data type, should have the same rights to persistence or transience. We expect to achieve persistent independent programming, so that the same code is applicable to data of any persistence. We have designed a language PS-algol by using these ideas and constructed a number of implementations. The experience gained is reported here, as a step in the task of achieving languages with proper accommodation for persistent programming.
Analysing UK economic data over an extended historical timespan, from the mid-nineteenth to the late twentieth centuries, the authors use ‘quantitative’ or ‘empirical’ Marxist techniques to test key Marxian theses and categories. They argue that Marxian economics has nothing to fear from a confrontation with empirical data.
Cyber criminals appear to be plying their trade without much hindrance. Home computer users are particularly vulnerable to attack by an increasingly sophisticated and globally-dispersed hacker group. The smartphone era has exacerbated the situation, offering hackers even more attack surfaces to exploit. It might not be entirely coincidental that cyber crime has mushroomed in parallel with governments pursuing a neoliberalist agenda. This agenda has a strong drive towards individualizing risk i.e. advising citizens how to take care of themselves, and then leaving them to face the consequences if they choose not to follow the advice. In effect, citizens are "responsibilized." Whereas responsibilization is effective for some risks, the responsibilization of cyber security is, we believe, contributing to the global success of cyber attacks. There is, consequently, a case to be made for governments taking a more active role than the mere provision of advice, which is they case for many countries. We conclude with a concrete proposal for a risk regulation regime that would more effectively mitigate and ameliorate cyber risk.
