The -synchronization‖ concept as a subject of research is commonly defined in academic circles as the reduction of certain processes to their simultaneous execution (or at a regular interval). In the author's opinion underpinned by this article, to remove the existing misalignment in the process of integrated development of a multipurpose urban environment, the synchronization concept is to be understood in broader terms with regard for the physical dimension of objects relative to which the processes under review occur. This methodological approach allowed the author to suggest a coupled three-tier model correlating the urban environment development hierarchy (urban block -neighborhood -community) with three different development technologies implemented by different stakeholders of the investment-construction activity, defined by the author. The model proposed by the author allowed to accurately structure the problem of bringing into step the moves made by stakeholders of the investment-construction process in the form of interrelated subtasks described in the work. The resultant methodology (model) can be used as a universal economicmathematical tool for analyzing the existing and under development alternatives of government involvement in the development of a multipurpose urban environment. Предмет исследования: под синхронизацией понимают приведение определенных процессов к их одновременному или происходящему с постоянным временным интервалом выполнению. Однако, по мнению автора, обоснованному в статье, в процессе комплексного развития многофункциональной городской среды понятие синхронизации следует понимать более широко, учитывая размеры объектов, по отношению к которым происходят исследуемые процессы. Цели: формирование связанной трехуровневой модели, сопоставляющей иерархию развития городской среды (урбан-блок -квартал -микрорайон) трем различным девелоперским технологиям, реализуемым различными субъектами инвестиционно-строительной деятельности. Материалы и методы: метод сравнительного анализа. Результаты: в результате полученная модель, структурированная в виде трех описанных в работе взаимосвязанных подзадач, предлагается автором в качестве инструмента для анализа существующих и разрабатываемых вариантов государственного участия в развитии многофункциональной городской среды. Abstract. The Housing Stock Renovation Program in Moscow, endorsed in 2017, caused a large number of public and academic debates on its quality and potential efficiency as well as (in more general terms) on possible methods of estimating the effectiveness of government and municipal programs implementation in the Russian Federation. The relevance of these discussions is predicated, among other things, on huge funds actually injected by the Russian government (especially on the national and subnational levels) into various links of the national development and construction industry. More than 1.74 trillion rubles were allocated from the Moscow budget alone for the financing of various construction programs in 2018-2020. Inquiring into the existing and prospective methods of decision-making in the process of development, approval, execution and assessment of the housing stock renovation program efficiency as well as suggesting practical recommendations in the given sphere were the main goals of the research undertaken by the author. Using the comparative analysis of several earlier completed government programs versus similar ones or the recently adopted Moscow renovation program, their goals and objectives, the author identifies, pigeonholes and compares their basic parameters and targets which were or weren't actually attained. The undertaken research brings the author to the conclusion about the absence in the modern research, economic or practical circulation of any scientifically grounded methodology for ensuring a synchronous integrated real estate development and preset mechanisms of state participation in the investment and construction process, based, among other things, on bringing the target parameters of public (municipal programs) in conformity with their economic parameters.
This July, All-Russian Housing Congress brought together about five thousand participants, including specialists inhousing construction, real estate business, mortgage lending, information technologies, interregional transactions,education and training in the real estate market. Among the most relevant topics, discussed by the researchersand practitioners, the following ones can be highlighted: at present, the market of standard private housingconstruction is not mature enough, construction is mainly performed by the citizens themselves; the mortgagemarket, focused on this segment, is in its infancy; there is a need to introduce a standard for the integrateddevelopment of territories in respect of low-rise suburban housing construction, as due to its absence banksand investors do not have clear guidelines for assessing the investment attractiveness of projects; innovativeapproaches in the field of low-rise construction, latest methods of digitalization of investment and constructionactivities at all stages and levels of the project life cycle; developing a reliable mortgage lending mechanism forthis market segment; adoption and implementation of up-to-date standards for the integrated development of lowriseconstruction areas. According to the co-authors, the above-listed topics encompass the main directions forthe development of this industry.
