n AbstrAct: Measuring progress toward sustainability goals is a multifaceted task. International, regional, and national organizations and agencies seek to promote resilience and capacity for adaptation at local levels. However, their measurement systems may be poorly aligned with local contexts, cultures, and needs. Understanding how to build effective, culturally grounded measurement systems is a fundamental step toward supporting adaptive management and resilience in the face of environmental, social, and economic change. To identify patterns and inform future efforts, we review seven case studies and one framework regarding the development of culturally grounded indicator sets. Additionally, we explore ways to bridge locally relevant indicators and those of use at national and international levels. The process of identifying and setting criteria for appropriate indicators of resilience in social-ecological systems needs further documentation, discussion, and refinement, particularly regarding capturing feedbacks between biological and social-cultural elements of systems.n Keywords: biocultural indicators, indicator sets, Indigenous Peoples, local communities, resilience, sustainability, well-being Indigenous and other place-based, local communities increasingly face an assortment of externally codified development and sustainability goals, regional commitments, and national policies and actions that are designed, in part, to foster adaptation and resilience at the local level. Resilience refers to the capacity of a system to absorb shocks and disturbances and to catalyze renewal, adaptation, transformation, and innovation (Béné et al. 2013). Identifying and setting criteria for the underlying factors that confer resilience to a community are the first steps toward effectively aligning external sustainability-seeking processes, often associated with resourcing mechanisms, with locally relevant and locally embraced approaches to sustaining environmental health and community well-being in the face of environmental, social, and economic change (Fazey et al. 2011;Folke et al. 2003).
Within the realm of multifaceted biocultural approaches to restoring resource abundance, it is increasingly clear that resource-management strategies must account for equitable outcomes rooted in an understanding that biological and social-ecological systems are one. Here, we present a case study of the Nā Kilo aĀ ina Program (NKA)-one approach to confront today's complex social, cultural, and biological management challenges through the lens of biocultural monitoring, community engagement, and capacity building. Through a series of initiatives, including Huli a Ia, Pilinakai, Annual Nohona Camps, and Kūka a i Laulaha International Exchange Program, NKA aims to empower communities to strengthen reciprocal pilina (relationships) between people and place, and to better understand the realistic social, cultural, and ecological needs to support aā ina momona, a state of thriving, abundant and productive people and places. After 10 years of implementation, NKA has established partnerships with communities, state/federal agencies, and local schools across the Hawaiian Islands to address broader social and cultural behavior changes needed to improve resource management. Ultimately, NKA creates a platform to innovate local management strategies and provides key contributions to guiding broader indigenous-driven approaches to conservation that restore and support resilient social-ecological systems.
ABSTRACT. Small-scale fisheries across the globe provide critical food security, livelihoods, and human well-being, but are threatened by a combination of local and global stressors, including overexploitation, pollution, and climate change. Participatory approaches to management, especially those that incorporate local communities and customary knowledge can provide meaningful biological information that supports sustainable fisheries management and builds local adaptive capacity to changing ocean conditions. Through a collaboration between fishers, scientists, NGOs, and regulating agencies, we developed a low-cost, low-tech method to assess the seasonal spawning peaks, lunar spawning cycles, and size at maturity (L 50 ) for key targeted reef fish, combining traditional knowledge and practice with modern scientific approaches, including gonadosomatic index (GSI) and histology. Two years of community-based monitoring resulted in data from 57 species and 15 families of reef and nearshore fishes (n = 2595), with detailed information for 10 species at 4 locations across the Hawaiian Islands. Comparisons between community-collected GSI data and scientifically (histologically) assessed spawning cycles and size at reproductive maturity produced similar results suggesting that these approaches can be applied in data-poor fisheries to assess spawning seasons and size at maturity (L 50 ), both of which are critical needs for effective fisheries management. Semistructured surveys revealed a large body of local knowledge on spawning times and harvest practices based on allowing spawning to occur before harvesting and protecting small and large size classes, but little evidence that fishers understand temporal patterns of spawning. This suggests that monitoring methods that fill key gaps such as this and are congruent with these local knowledge systems and customary harvest practices may be key for local stewardship and adaptive management.
At the time, integration of Indigenous Knowledge systems into Western/Institutional systems was just gaining momentum within our resource management and educational institutions. It became an ideal time for us to explore what integration could look like, how it was implemented, and what it meant to us as Kānaka 'Ōiwi (Native Hawaiian) scholars, researchers, community members, while setting foundations for the framework and expectations of what it could achieve.
Kū'ula: Integrated Science" was developed as an undergraduate-graduate dual-level course at the University of Hawai'i at Hilo. It aimed to provide research and service-learning opportunities in natural resource management that integrated Native Hawaiian and Western sciences. So far, it has served five cohorts of students, mostly Native Hawaiian. In this article, we offer summaries of how this course impacted participants while they were students and in their post-graduation careers. The participant voices illustrate the deep and long-lasting impacts of their experiences with Kū'ula, some by academic content but mostly because of experiential and peer-learning. Such impacts are lasting well beyond their graduation into their careers now. Kū'ula participants resoundingly advocate for University of Hawai'i campuses to offer place-based pedagogical frameworks that integrate Native Hawaiian knowledge and epistemologies.
