The rapid growth population phenomenon has causes excessive land demand for residential and economic activity. Moreover, the rapid urbanization also increases the contribution of land constrains. Land conversion from conservation to cultivation uses affects the surface runoff volume that leads to flooding. According to these problems, it is necessary to take steps to control flood in Kedurus Watershed. One of the proper urban development concept is the Water Sensitive City (WSC). The protection against flood in WSC can be accomplished with the land use arrangement that can reduces the surface runoff. The aim of this research is to determine the proper land use scenario to reduce floods in Kedurus Watershed. In order to reach this aim, the writer uses sensitivity analysis to identify the proper land use scenario to be applied in the watershed and SWAT to select the best scenario. The efforts to reduce flood through the land use scenario (scenario 2) could reduce the flood volume by 44,320.32 m3 or 8.11% of the total volume of flood in the area. The average reduction of flood volume in each sub basins is 12,92% and the highest number of reduction is 65,67% (sub basin 22).
Climate change is inevitable and adaptation is a must. Surabaya as an urban area that contributes to the phenomenon of global warming. The challenges of the City of Surabaya in managing the impacts of climate change need to be further considered. On 21-22 February 2018, the City Government of Surabaya joined the Climate Change Adaptation Workshop. In managing the impacts of climate change, it is necessary to synchronize national, regional and local government policies and create SOPs for climate change adaptation actions. In addition, another priority is spatial planning that takes into account climate change in the context of development. Responding to the suggestions expected from the workshop, this research focuses on assessing risks due to climate change involving institutional aspects. This institutional aspect was taken with the intention of providing recommendations to managers and decision makers in making processes and designing policy analyzes to reduce and adapt to climate change. The results showed that there were six Surabaya City Organizations that were considered to have significant influence and interest in the field of climate change. In addition, historical disaster data on climate change has been derived, which states that disasters in Surabaya include floods, whirlwinds (extreme weather), drought, and forest and land fires. Based on the Likert scale scoring calculation results, it is known that the Surabaya City Organizations resilience a with the CDRI concept is 4.47. This figure indicates that the resilience level of the City of Surabaya is seen from the institutional aspect is relatively high and needs to be maintained.
Abstrak-E-musrenbang hadir dengan harapan dapat memenuhi perwujudan tata kelola pemerintahan yang baik (good governance). Dalam konsepsi good governance, transparansi publik menjadi sebuah prioritas tersendiri karena transparansi dapat memperkecil terjadinya kesalahan, sehingga masyarakat dapat turut menilai dan mengkritisi. Namun, dalam praktik musrenbang Kota Surabaya, masih terdapat temuan-temuan yang menuntun pada permasalahan transparansi kebijakan publik, diantaranya adalah elite capture, ketidaksesuaian data, dan hambatan-hambatan lain pada sistem. Hal seperti ini merupakan sebuah gap tersendiri mengingat Kota Surabaya juga bertindak sebagai kota prestatif dan percontohan bagi banyak wilayah lain di bidang kepemerintahan. Hasil analisis menunjukkan bahwa dengan teknik analisis skoring Indeks Kepuasan Masyarakat, transparansi musrenbang Kota Surabaya dinilai baik, dengan klarifikasi transparansi variabel termasuk pada kategori baik dan sangat baik. Berdasarkan tipologi penilaian yang telah dilakukan sesuai klaster wilayah, Surabaya Selatan merupakan wilayah Surabaya dengan tingkat transparansi tertinggi dan mendapatkan label transparansi sangat baik (nilai indeks 83,365). Sedangkan Surabaya Barat merupakan wilayah Surabaya dengan tingkat transparansi terendah dan mendapatkan label transparansi baik (nilai indeks 74,881). Selain itu, diketahui pula bahwa variabel yang menjadi titik lemah pelaksanaan musrenbang Kota Surabaya saat ini adalah variabel "keterbukaan implementasi program".
