Introduction. Effective activity on transborder territories of the nearby states envisages the observance of the proper strength security both on border crossings and in building and premises located on the both sides of the border. Indisputa-bly, location of buildings and their amount is differed within the limits of those or other border crossings. Besides, active public activity on a border is changeable in time. Sufficient strength of this process security is supported by the rescue units provided with the proper amount of personnel and equipment. Transborder emergencies often happen. In most cases rescue units of one state do not have a necessary amount of own forces and facilities. It predetermines the necessity of employing the additional forces and facilities from other state. Obviously, it determines a necessity of realization the projects of crea-tion of transborder rescue units. Their realization requires attraction of additional backlogs and taking into account a turbu-lent project environment, that, in turn, needs the development of projects dealing with creation and functioning of inter-governmental rescue units. Their realization needs the use of the system approach to the management with taking into account of specific of project environment. In particular, realization of projects of creation and functioning of transborder rescue units needs the concordance of operating intergovernmental legislatively-normative acts. Thus there is a row of administrative tasks on each of the stages of such projects’ lifecycles. Thus, in the conditions, when the amount and the scales of technogenic catastrophes on transborder territories increase, realization of projects of creation and functioning of transborder rescue units is the very actual task of present time and there is a necessity of development of models and meth-ods of the project-oriented management for creation and functioning of intergovernmental rescue units.Aim. It is the purpose of argumentation the features of the project-oriented management as the basis of develop-ment of methods and models of corresponding projects frames activity realization.Methods. Studies are conducted with the use of methods and models of the project-oriented management in rela-tion to the dual fire-fighting system.Results. In the article the problem of development of models and methods of the project-oriented management dealing with creation and functioning of transborder rescue units is outlined in the process of realization of corresponding60 Вісник ЛДУБЖД, №19, 2019projects. For the decision of the outlined problem a conceptually new schema of intercommunications in the projects of rescue units creation was offered:– core of project, which consists of transborder projects of technogenic safety on the transborder territories, devel-opment of scientific innovations in the civil defence, cooperation of rescue units and government bodies. In general the internal environment of the project of creation of rescue unit will include such constituents as:– financing mechanism of the project (the main point here is the project budget, costs for the control and preven-tion of emergencies in the transborder areas, management of rescue units, which is characterized by a team of trained, skilled workers); social status (defined by providing standard living conditions for all participants involved in the pro-ject, including social security, wage provision, and rest conditions); authorities of neighboring states (providing various support to all project participants on the part of the leadership of both states); information system and control system (compliance with control and fulfillment of all tasks assigned to the project).It is established that the project of creation of transborder rescue units contains components that can be imple-mented as separate sub-projects. Preferably there can be four such sub-projects:- the project of attracting additional internal forces and means;- the project of attracting additional internal forces and facilities at the border of the neighboring state;- the project of attracting additional internal forces and means of the neighboring state;- the project of attracting additional internal forces and means of several states.Conclusions. According to the results of the work, the following conclusions can be drawn:1. The analysis of the structure works projects establishment and operation of cross-border operational and rescue units made it possible to highlight the defining components that affect the efficiency of relevant projects and reduce time to implement them (duration emergency situations).2. It is established that the efficiency of cross-border projects of the rescue units creation is derived from the ap-proval process of interaction and professionalism of both countries, as well as project design and their turbulent project environment.3. The results of the studies are the basis of development and improvement of models and methods of project man-agement dealing with creation and functioning of transborder rescue units, which should be based on modeling their ac-tions and predicting turbulent project environment.
Introduction. The research is dedicated to the citizens of Ukraine. It is known that in many countries of the world there is a discussion about the possibility of introducing the "Unconditional Basic Income of the Citizen" (hereinafter - BBDG), and that is what encourages the governments of these countries to incline to such a decision. The draft law "Basic Income of a Citizen of Ukraine" (hereinafter - BSGU) is similar in form to BBDG and at the same time conceptually adapted to Ukrainian realities. Its adoption will be followed by the Constitution of Ukraine (Chapter II Rights, Freedoms and Duties of Man and Citizen).The subject of the research is the model of introduction of the basic income of a citizen of Ukraine - the law №1 for Ukraine. Goal. The article aims to describe the general, basic and final provisions of the draft law № 1 for Ukraine "On the introduction of basic income of Ukrainian citizens" which will contribute to the opening of new opportunities for Ukrainian citizens in health, education, self-realization through innovation and suffrage, will help to stop the outflow of labour and intellectual potential from Ukraine, providing each part of the total gross domestic product. The object of the study is the mechanism of introduction of the basic income of a citizen of Ukraine. Local self-government and the Verkhovna Rada of Ukraine). Open-source materials were used for the study, namely summary information from the official website of the Ministry of Economic Development, Trade and Agriculture of Ukraine, DW website referring to the data the World Bank and 112ua, Constitution of Ukraine. In addition, the emergence of such a law will open new opportunities for citizens of Ukraine in health, education, self-realization through innovation and suffrage, where you can not only freely choose but also be elected to public authorities at various levels, will help to suspend the outflow of labour and intellectual potential from Ukraine, providing each part of the total gross national product. Methods. The following methods were used to conduct research and obtain its results - the method of analysis and synthesis, absolute and comparative advantages, socio-psychological and organizational-administrative methods, synergetic approach. Research results. Public organizations, journalists, and representatives of local self-government were involved in the discussion of the proposed bill. The result of the study is a peer-reviewed scientific development - the draft law "On the introduction of basic income of citizens of Ukraine", information on copyright and related rights is included in the bulletin № 61 and are considered published November 30, 2020, National Intellectual Property State Enterprise. Conclusions. Every year more and more people have temporary or part-time employment. Forms of labour relations are changing. Labour relations based on remote employment are spreading. The structure of labour collectives is modified and they begin to lose a clear organizational structure and disappear as a whole. Society is increasingly stratified by income. Every year artificial intelligence becomes a growing driver of technological progress in our progressive digital civilization. Already in the 1920s, global automation of labour processes will take place, which will lead to a significant reduction in the number of jobs. Scientists predict that by 2035, 70% of current jobs, including those related to routine manual labour, will be replaced by artificial intelligence. Under the above circumstances, states face problems of increasing the natural rate of unemployment due to a significant increase in the level of structural unemployment. That makes it necessary to provide more and more assistance for integration into society to people who have lost the prospect of employment due to the disappearance from the labour market of jobs and specialities that they own. The above information does not mean that people will suddenly have nowhere to work. Today, new professions are emerging every day, and in developed countries, more than 70% of the economy is in the service sector. However, the transition period, until people lose their main jobs and find new jobs, will be not only painful but very massive. This process will be accompanied by mass strikes, rallies, voting for populists and other destructive phenomena of socio-political development. Every year we witness the growing impoverishment of citizens, so the decision was made to initiate a bill on the Basic Income of Citizens of Ukraine as a mechanism to ensure the main human right - the right to a dignified life under the Constitution of Ukraine (Article 21. All people are free and equal in dignity and rights).
The analysis of portfolio management methodologies, the state of the population security systems and the strategy of reforming the system of the State Service of Ukraine for Emergency Situations has been carried out. The expedi-ency of realization of portfolios of projects of territorial fire and rescue units development is substantiated. The necessi-ty of developing the methodology of system-value management of portfolio of projects dealing with development of territorial fire-rescue units is substantiated. The system-value approach to portfolio management of the development of territorial fire and rescue formations development is proposed. It involves disclosing the synergetic essence of the value of these portfolios. The value is formed in stages on several levels of consideration of these portfolios and is condi-tioned by the peculiarities of projects and their changing design environment. The system approach to the structuring of the portfolios of the development projects of territorial fire and rescue units made it possible to establish their main components and peculiarities of the formation of the final product. It is substantiated that portfolios of development projects of territorial fire and rescue units are implemented on three levels – the united territorial communities, regional and state. The number and type of projects at each of these levels depends on the peculiarities of the project environment and regional development strategies. The results of investigation prove that the final product of the regional portfolio of projects for the development of territorial fire and rescue units and its system value is formed gradually by cre-ating separate security systems. Each of these systems has two types of specific subsystems - the subsystem "project" and the subsystem "product". The expediency of the development of scientific and methodical principles, models and methods for qualitative profiling of the mission and effective management of the architecture of the development port-folios of territorial fire and rescue units was substantiated.
An analysis of scientific works defining methodologies, methods and models of managing development projects and the functioning of security systems concerning separate branches and territories, as well as approaches to the implementation of hybrid projects of public security systems has been performed. It has been established that there is a need to conduct research on the development of scientific and methodological identification of hybrid projects of public security systems and their management processes. Nine identifying features of hybrid public safety projects are outlined. The proposed characteristics identifying hybrid projects of public security systems are based on their initiation and implementation of management processes. The hierarchical model of the structure of hybrid projects of public security systems is substantiated. It provides for the consideration of hybrid projects of public security systems at three levels which outline the purposeful and continuously managed interaction between individual processes and their elements. It is substantiated that the purposefulness and manageability properties of hybrid projects of public safety systems significantly affect the indicators of their value and underlie the development of tools for determining the value of these projects. Further research requires the development of tools to determine the value of hybrid projects of public safety systems.
