Introduction.Compliance of timing of construction works and supply of resources to the site with the works program is an urgent need, because any failure to supply or mismatch of schedules of works and the movement of materials and technical resources may have serious negative consequences for the construction process.Problem Statement. It is necessary to minimize deviations of actual construction terms from those specified in the design documents by creating tools for managing the organization of the construction process based on operational data, their mathematical processing, identification of trends and remedy of deviations based on current information on the course of construction.Purpose. To improve tools and means of the resource logistics and organizational and structural support of construction in order to minimize deviations of the actual terms of the supply of resources to the site from those specified in the design documents at the stage of design works and preparation of CSOS (construction site organization scheme) and SWEP (site work execution program) with seasonal factors taken into consideration. Materials and Methods. The research uses methods of expert estimations, seasonal decomposition of time series, and comparative analysis.Results. The analysis of modern software for the construction of construction, the scheme of organization of the construction project has been established, it is proved that seasonality is a factor that performs moderate influence on the terms of construction and supply of resources, created models of forecasting deviations of the course of the building process taking into account seasonality.Conclusions. The existing methods for forecasting deviations, which are used in the Microsoft Project, OpenPlan, Spider Project, SureTrek Project Manager, Primavera Project Planner, and other software should be added with models designed to predict realistic timelines with seasonal factors taken into consideration. Вступ. Відповідність термінів виконання будівельних робіт і постачання ресурсів на об'єктах будівництва плановим показникам є нагальною потребою, адже порушення ритмічності надходження матеріалів, невідповідність графіків виконання робіт та руху матеріально-технічних ресурсів можуть спричинити серйозні негативні наслідки для всього процесу будівництва.Проблематика. Існує потреба в мінімізації відхилень реальних термінів будівництва від проектних шляхом створення інструментів управління процесами організації будівництва об'єкту на основі оперативних даних, їх математичної обробки, виявлення тенденцій та корегування відхилень на основі поточної інформації щодо ходу будівництва.Мета. Удосконалення інструментарію ресурсно-логістичного та організаційно-структурного забезпечення об'єктів будівництва, спрямованого на мінімізацію відхилень реальних термінів постачання ресурсів на об'єкт від проектованих, які визначено на етапі (стадії) розробки проектно-технологічної документації (проекту організації будівництва (ПОБ), проекту виконання робіт (ПВР)), з урахуванням сезонної складової.Матеріали й методи. Застосовано методи експертних оцінок, сезонної декомпозиції часових рядів, порівняльного аналізу.Результати. Проведено аналіз сучасного програмного забезпечення організації будівництва, створено схему організації процесів будівництва об'єкту. Доведено, що сезонність є фактором, який чинить на терміни будівництва і постачання ресурсів помірний вплив, створено моделі прогнозування відхилень ходу будівельного процесу з урахуванням сезонності.Висновки. Наявні на сьогодні методи прогнозування відхилень, що використовують в програмних комплексах Microsoft Project, OpenPlan, Spider Project, SureTrek Project Manager і Primavera Project Planner та інших, доцільно було б доповнити моделями, що призначені для прогнозування реальних термінів виконання робіт з урахуванням сезонної компоненти. Today, Ukraine remains an investment-attractive country. The state has the potential to adequately respond to all these challenges, both new and inherited. Throughout the period of our struggle for independence, with the losses we suffered: human, industrial, loss of sales markets and traditional partners, the economy of Ukraine continues to work. Having lost some traditional advantages, we have gained new ones. The sphere of investments was and remains an object of joint interests of both the state and business. This is manifested in the search for sources and ways to increase the efficiency of investments, optimization of investment activities, analysis of investment success in various industries and in the economy as a whole. In this regard, the key importance in the development of the investment process belongs to the state. A necessary condition for the recovery of Ukraine's economy is high investment activity. It is achieved by increasing the volume of realized investment resources and their most effective use in priority areas of the economy and social sphere. Investments form production potential on a new scientific and technical base and increase Ukraine's competitive position on the world market. The problem of creating a favorable investment climate for attracting investments to the Ukrainian economy has become particularly acute in recent years. The relevant investment policy is supposed to play a decisive role in its solution. The government approved the draft law on simplifying the permitting procedures for acquiring the right to land and for starting construction during the implementation of projects aimed at restoring the economy. Also, Law of Ukraine No. 1116 dated February 17, 2022 "On State Support of Investment Projects with Significant Investments in Ukraine" (Law on Investment Nurses) entered into force, the purpose of which is to attract significant investments to the economy of Ukraine. In accordance with the Law and relevant amendments to the Tax and Customs Codes of Ukraine, a package of special investment incentives will be available for investment projects that meet certain requirements.
Urban reform has passed the next stage: State Architectural and Construction Inspectorate has been officially liquidated, a new body of the State Inspectorate for Architecture and Urban Planning (SIAUP) is starting work. This is one of the important steps in reforming the construction industry. Innovations eliminate the influence of the human factor, direct contact with officials, document management will be translated into digital format. The portal of the Unified State Electronic System in the field of construction is already working. The main task of SIAUP is the implementation of state policy on architectural and construction control and supervision, including: implementation of state architectural and construction control and supervision, licensing of economic activities for the construction of facilities that belong to the class of consequences (responsibilities). projects with medium (SS2) and significant (SS3) consequences, and control over the observance by business entities of licensing conditions for conducting economic activities for the construction of facilities that by class of consequences (liability) belong to facilities with medium (SS2) ) and significant (SS3) consequences. SIAUP has the authority to conduct inspections; issue instructions to eliminate violations of legal requirements, stop preparatory and construction works, eliminate violations of licensing conditions; carry out licensing; cancels or suspends the decisions of the objects of supervision, etc. SIAUP exercises its powers directly and through duly established territorial bodies. The duty to monitor compliance with the law in urban planning is the responsibility of local authorities. Private companies will appear on the market, which will be able to perform the function of state control. SIAUP is headed by a chairman, who is appointed and dismissed by the Cabinet of Ministers of Ukraine.
The legislation of Ukraine on the regulation of urban planning activities establishes the legal and organizational foundations of urban planning activities, which are aimed at ensuring sustainable development of territories, taking into account State, public and private interests. In accordance with the legislative acts, a number of government decrees, orders of the Ministry of Development of Communities and Territories of Ukraine (formerly - the Ministry of Regional Development of Ukraine), state building codes (new or amended from among the current ones) have been developed. There is an urgent need to analyze the situation and further improve the legal regulation of construction, including permitting and approval procedures for the organization and management of construction in accordance with legislation and regulations, adaptation of regulatory policy to European standards as a prerequisite for improving organizational and technological processes of construction and determining their effectiveness.Based on this goal, the following set of issues is consistently considered: contractual relations in capital construction; main participants in the construction - the customer and contractor, investor, developer, etc .; conditions for concluding a contract; terms of performance of works (construction of object); calendar schedule of works; contract price and estimated cost of construction; types of contracts and their characteristics; the rights of the customer and the contractor; contracts for design and research work; methods of economic evaluation of options for the organization of technological processes of construction.Currently, work is underway to improve the legislation on the organization of construction activities, namely: architectural and construction control and supervision, permitting procedures in construction, licensing, self-regulation in urban planning, electronic systems and BIM-technology, technical regulation in construction and more. In this regard, the current guidelines will be clarified with the release of new laws and regulations.
