Jednocześnie odrzucana jest koncepcja nadmiernej bezpośredniej ingerencji, która podważyłaby zasadę autonomii uczelni. Artykuł stanowi przegląd różnych prób pogodzenia autonomii i wymogów roliczalności. The energy sector plays a crucial role in addressing the global challenges of achieving sustainability by using renewable energy sources as well as by increasing energy efficiency and conservation while gaining energy security and safety. Choosing an appropriate research method to investigate the energy sector’s management has become more complex, involving multiple factors such as technical, environmental, social, political and economic. Additionally, considering the important role of energy in modern society, it is imperative to study the current methods used in examining the energy sector and to create an appropriate theory of the managing energy sector enterprises in the future. The main purpose of this review paper is to explore which research methods and approaches are utilized by researchers studying the issues of the managing energy sector enterprises. This article presents a systematic review based on a qualitative synthesis of the accessible publications from the Scopus database. In this review, which also adhered to strict search and filter criteria, a total of 77 articles were selected and synthesized. The selected papers met the inclusion criteria and a bibliometric visualization approach was applied using MAXQDA2020 software. The present paper reveals existing research trends in utilizing various research approaches in the energy sector from the perspective of management sciences in the last ten years and also provides future research avenues in the discussed area of knowledge.
<p>The COVID-19 pandemic has had far-reaching effects, which are primarily being felt in the functioning of the health service, the organization of social life, and the state of the national economy. It is also worth paying attention to the legal and political consequences which are less obvious and noticeable for average citizens. One of the most important is the change in legislation which entails limiting civil liberties and rights. This article is on empirical proof of how Polish legislation is reducing fundamental rights. The authorities in combatting the pandemic are not using the solutions that appear in the Polish Constitution, but use the non-constitutional form of special laws. The authors, therefore, when discussing the problem refer to US legislation and policy which has the notable example of the Patriot Act which can be interpreted as being a pretext for limiting civil liberties in the name of combating terrorism. As stated, such emergencies as the current pandemic or the threat of terrorism, are used to permanently and significantly reduce civil rights.</p>
Od roku 2004 łączne zadłużenie Amerykanów z tytułu zaciągniętych kredytów studenckich wzrosło o ponad bilion dolarów. „Edukacyjna bańka”, jak bywa określane to zjawisko, stało się dla uczelnianej administracji i dla polityków problemem, który wymaga interwencji władz publicznych. Przedstawiana w artykule problematyka jest warta zainteresowania, bo stanowi bardzo dobrą ilustrację czterech głównych problemów: definiowania polityki wobec szkolnictwa wyższego jako części szerszej polityki publicznej; wykorzystania kredytów studenckich jako metody wspierania dostępności do wyższej edukacji; obecności i znaczenia dyskursu (i analizy dyskursu) w tworzeniu i badaniu polityki wobec szkolnictwa wyższego; oraz znaczenia badań innych systemów szkolnictwa wyższego dla przygotowania skutecznych polskich rozwiązań. Budowanie polityki opartej na dowodach (evidence-based policy) oznacza także konieczność krytycznej oceny rozwiązań przyjętych za granicą, by móc zrozumieć przyczyny tamtejszych sukcesów i niepowodzeń. Także i po to, by przekonać się o tym, czego należy unikać.
In the tradition of Polish higher education institutions, study programmes in international relations are treated as part of political science and so they focus more on theoretical issues. The experience of foreign universities proves that particularly studies in international relations could and should emphasise the applicability of knowledge and skills acquired during the studies. The practice of the members of the Guild of European Research-Intensive Universities (The Guild) shows that these programmes should involve investigating and solving actual problems. Only thanks to the collaboration with public and private entities involved in transnational and cross-border activities, students can appreciate the applicability of theories and understand that every good theory must be based on genuine experience. Thus, the programmes offered by European universities can show how to enhance the quality of Polish study programmes in the fi eld of international relations.
