Regional markets, including traditional markets that are now turned into people's markets, are certain areas where buyers and sellers meet, both directly and indirectly, through the process of buying and selling various types of consumer goods through bargaining which is also a market developed and managed by the regency government or city in Indonesia. People's market focal points can be observed from their influence on the fulfillment of small people's livelihoods. That is why the people's market is a pillar of people's economy. The purpose of this study is to formulate a strategy for developing regional markets in Pasuruan Regency to improve the community's economy based on regional superior commodities. This research is a field research using a descriptive quantitative approach. This research was conducted in 14 regional markets in the Pasuruan Regency administrative region and 5 village markets The analysis shows that several factors are the strengths and weaknesses of traditional markets in Pasuruan Regency. The most prominent strength factor is that all of the markets sampled in this study are located in strategic locations. Whereas the most prominent weaknesses are lack of adequate sanitation (drainage is not functioning properly, bathroom, and toilet conditions, clean water is not all available, market disinfection has not been carried out, not yet free of vector / star of infectious diseases. This study aimed to understand how the ideology of Gramsci hegemony thought be internalized into implementation and evaluation of Performance Accountability System of Government Institution (SAKIP) in Malang. This study was qualitative research by using a critical case study approach. Data collection of research was conducted by several techniques such as observation, semi-structured interview, and documentation with a key informant and several supporting informants. Data analysis in this study was thematic data analysis where it was used to identify and analyze the meaning pattern in a data set. The result of the study showed that ideology had an important role in maintaining hegemony in the implementation and evaluation of SAKIP in Malang. Ideology was internalized through a continuous socialization process, desk, and technical guidance that created awareness and fairness thus it formed a hegemonic culture. The results were expected to able to contribute theoretically, strengthening and enriching the theory of hegemony in the implementation and evaluation of SAKIP. In addition, the results of this study were expected to contribute practically to the Central Government's policies related to the implementation and evaluation of SAKIP that did not burden local governments.
Sustainable development is a complex problem that demands a partnership to create synergy from government and the industrial sector. This partnership is created through corporate social responsibility (CSR) program with the sustainable development principle. East Java, one of the provinces in Indonesia, has developed CSR forums in the regencies/cities to synergize the company’s CSR programs with the regional development programs. This study aims to minutely examine how the industrial world optimally performs its role in regional development with its social responsibility. This research used the content analysis method, while the respondents were 18 CSR Forums out of regencies/cities in East Java, and companies incorporated in those forums. The results showed that most of the companies had carried out their social responsibilities with variations in their numbers and activities. A report said that three trillion rupiah were granted for the CSR fund. It was a significant amount compared to the 30 trillion development budgets of East Java in 2018. The implementation of CSR tends to be charity, instead of be directed and arranged into continuous and sustainable programs. The CSR Forums are to perform a proactive synergy between companies and the government. However, due to various limitations and constraints of each region, this has not reached its optimal level. Ongoing efforts are needed to establish government and industry harmonization with the intention that the existing CSR funds unquestionably become one of the regional development reinforcements.
