Las primeras décadas del siglo XXI, han manifestado la pregnancia que la vida digital posee en los procesos de estructuración social, entre ellos las políticas sociales en el marco de lo que se ha denominado Sociedad 4.0. En este artículo nos proponemos explicitar -a partir de las conexiones entre políticas sociales y digitalización de las intervenciones estatales- los modos en que el Entorno puede ser delimitado en un proceso investigativo que toma como método la Etnografía Virtual. Para ello se trabaja con la red social Facebook, particularizando en los grupos de receptores de políticas sociales. Se concluye que el Entorno en la Etnografía Virtual requiere explicitar aquellos espacios/tiempos donde las interacciones mediadas por las tecnologías digitales adquieren sentido.
Millions of subjects living in the Global-South receive benefits from social policies that play a central role in the reproduction of the regime of accumulation. This work critically reflects on the potential links among social policies, world images, and policies of emotions. In doing so, the following argumentative path is followed: first, we provide a schematic presentation of the link between the regime of accumulation and social policies; second, we briefly introduce the concepts of world images and the politics of emotions; third, we continue by establishing the relationships between the points exposed in the previous sections; finally, we delineate some consequences of the analysis. To conclude, we argue for the need for critically analysis of the constituents of the social policies that 'give shape' to the sociability, life experiences, and sensibilities of millions of 'aided' people and their recursive validation processes.
En este trabajo se discutirá, desde un enfoque que recupera los aportes de la sociología del cuerpo y las emociones, las primeras acciones en materia de política social en Argentina a principios del siglo XIX, llevadas a cabo por la Sociedad de Beneficencia de la Capital. A partir de un análisis cualitativo de datos secundarios, se discute el impacto que la intervención estatal posee en términos de determinados supuestos vinculados al modo en que deben comportarse los actores destinatarios de la política social. Se concluye que las intervenciones gubernamentales, en sintonía con el régimen de acumulación capitalista, suponen un conjunto de emociones y sensibilidades vinculadas al hecho de vivir en situación de privación.
The pandemic declared in 2020 has implied extreme transformations. In the Argentine case, measures were announced to provide relief to the sectors defined as the most affected, within which the so-called emergency family income (EFI) was established. The EFI’s management, implementation, access and collection method underwent a digitalisation process, enabling access through official and nonofficial channels. The nonofficial channels include Facebook Groups, where the recipients of social policies exchange information, doubts and advice. This article, based on virtual ethnography, aims to explore the emotions linked to the management and perception of EFI. In particular, we address a practice that has become relevant in the aforementioned context: waiting. It has been observed that the barriers between registration and access to the EFI transfer have implied different types of waiting on the part of the receiving population. We conclude that waiting has become an operative element in the implementation of social policies.
