Examines the issues involved in securing a successful outsourcing contract: selecting a supplier, service provision, describing services, using services, changing services, and the termination of outsourcing. Discusses how these issues can be best incorporated in legal contractual terms to leave the user in control of outsourced services. Concludes that the legal and practical aspects of outsourcing are so complex that individually tailored contracts between user and supplier are needed.
The United States food system is highly centralized with only three of the fifty states producing more than 75 percent of U.S. fruits and vegetables. The high reliance on long-distance transportation and cold chains undermines the sustainability of the food system and adds to its vulnerability. This was most recently demonstrated during the COVID-19 pandemic which caused significant disruptions to food supply chains. A promising alternative is a more decentralized and localized food system which reduces the reliance on long-distance transportation and long supply chains. Since such a food system will likely consist of smaller producers, questions have been raised about its economic viability. This precipitated the idea of Food Hubs as market aggregators. The model was first introduced by the U.S. Department of Agriculture as a way to aggregate the agricultural product of small farms. It has since evolved to imply a more flexible food system that can complement various parts of the food supply chain. This study develops a framework to assess the social and environmental sustainability contributions of Food Hubs and especially of urban Food Hubs, since 80 percent of U.S. food consumers live in urban and metro areas. Using our framework, we conducted a content analysis of publicly available information for 50 Food Hubs in metropolitan areas across the United States. We find that Food Hubs contribute to environmental sustainability by reducing food transportation through sourcing from local farms. They also perform relatively well in contributing to lowering food waste and loss. Their contributions to improving water management and adopting more sustainable food production methods, however, appear to be less strong. Similarly, Food Hubs appear to enhance some of our selected aspects of social sustainability such as improving access to fresh and healthy food to local consumers, and organizations such as schools and hospitals. Only a few of the Food Hubs in our sample, however, address our other aspects of social sustainability such as improving food security. We conclude our study by offering an aggregate ranking of the sustainability contributions of our selected Food Hubs based on our assessment framework.
Gentrification impacts many cities across the nation. Affordable housing task forces and legislation meant to address housing inequities are becoming more common, yet the authentic experiences of those affected are often unacknowledged. Absent from the discussion of gentrification are the voices of those deeply impacted, some who are at the center of the work to maintain communities: Black teachers, Black students, and Black families. In many school districts, teachers do not have the opportunity to address the systemic issues that impact their students and communities. Still, it is impossible to ignore the ways societal injustice seeps into the classroom. This article discusses our work as a teacher participatory action research collective exploring the intersection of housing and educational displacement in a rapidly gentrifying community in Southwest Atlanta, Georgia. We highlight our roles as community-centered educators and detail how we intentionally and thoughtfully worked to create a reciprocal space to engage communities in Community Listening Exchanges. We present Community Listening Exchanges as a justice-centered innovation to community-engaged research and scholarship. Our critical and collaborative approach to generating and analyzing data allowed us to uncover how housing and educational displacement relies on deficit narratives to justify the removal of marginalized people. We offer CLEs as a reciprocal research tool that deviates from traditional qualitative research and resists anti-Black, damage-centered narratives.
In Southwest Atlanta, urban education reform and gentrification have intersected to create the perfect collision of housing and educational displacement of Black students, Black families, and Black teachers. While Black communities are dealing with the impacts of gentrification, Black schools are simultaneously witnessing shifts that uproot students and their teachers. As a teacher participatory action research (PAR) collective, we share our personal experiences of housing displacement and how it has impacted our students, our communities, and our ability to maintain our positions as community-centered teachers. In this article, we acclimate readers to Atlanta, Georgia, and the Southwest Atlanta region in which we serve. We also illustrate how we have confronted the displacement of our students and ourselves. Finally, we highlight the significance of community-centered teachers operating within a Critical Studyin’ for Human Freedom praxis in the struggle against systemic inequities that persistently plague our students and communities.
Purpose Residential college campuses remain dangerous – especially for women students who face a persistent threat of sexual violence, despite passage of the 1990 Campus Security Act and its multiple amendments. Campuses have developed new programming, yet recent research confirms one in five women will experience some form of sexual assault before graduating. Research on campus crime legislation does not describe in detail the context in which it developed. The purpose of this paper is to draw attention to the effects of early rhetorical frames on the ineffective policy. Design/methodology/approach The authors discuss the rhetorical construction of “campus crime,” and related “criminals” and “victims,” through content analysis and a close interpretive reading of related newspaper articles. Findings The 1986 violent rape and murder of Jeanne Clery at Lehigh University in Pennsylvania became iconic in media descriptions of campus crime. Media drew attention to the racial and classed dimensions of the attack on Clery, but elided the misogyny central to all sexual assaults. This reinforced a stereotype that “insiders” on campuses, primarily white and middle class, were most vulnerable to “outsider” attacks by persons of color. Colleges and universities adopted rhetoric of “endangerment” and “unreason” and focused on what potential victims could do to protect themselves, ignoring the role of students in perpetrating crime. Research limitations/implications This analysis does not link rhetoric in newspapers to legislative discussion. Further analysis is necessary to confirm the impact of particular claims and to understand why some claims may have superseded others. Originality/value This analysis focuses critical attention on how campus crime policy is shaped by cultural frames.
