Securitization theory (ST) has succeeded in putting the relation between politics and security at the forefront of research in security studies. Despite this success, little attention has been given to the way states themselves produce the boundaries of legitimate political activity, particularly in relation to the boundaries between civil society and the state and between the foreign and domestic. This article is concerned with how states see the boundary between the political and the non-political as a matter of security. It investigates this question by examining the international and national efforts to restrict the financing of non-governmental organizations (NGOs) and civil society actors. It demonstrates that these entities are deemed threatening to the established boundaries of legitimate political activity and thus subject to harassment, increased regulation, and eradication. This is done by the depiction of their activities as political, rather than humanitarian/cultural/social, demonstrating that the concepts of politics operative in the ST literature are already delimited through processes of securitization and depoliticization. Continued research into the relation between politics and security must therefore consider the ways that the political itself is securitized.
This article investigates the relation between exception and governmentality in the critique of sovereignty. It argues that the problem of sovereignty is not only expressed between the accounts of sovereignty that exception and governmentality articulate, but also within each of those accounts. Taking Michel Foucault and Carl Schmitt as the paradigmatic theorists of governmentality and exception, respectively, this article engages in close readings of the texts in which these concepts are most thoroughly elaborated: Security, Territory, Population and Political Theology. These readings demonstrate that the spatiotemporal expression of the problem of sovereignty within exception and governmentality renders these concepts indistinguishable from one another in terms of their relation to the boundaries of political order. Schmitt and Foucault’s accounts of sovereignty should thus not be read as opposites, but as expressions of the limits of modern political authority. Efforts to develop a critique of sovereignty through typologies of exception or governmentality are bound to reinstantiate the spatiotemporal limits expressed by the principle of state sovereignty.
Geopolitics has become a key site for articulating the limits of existing theories of international relations and exploring possibilities for alternative political formations that respond to the challenges posed by massive ecological change and global patterns of violence and inequality. This essay addresses three recent books on geopolitics in the age of the Anthropocene: Simon Dalby's Anthropocene Geopolitics: Globalization, Security, Sustainability (2020), Jairus Victor Grove's Savage Ecology: War and Geopolitics at the End of the World (2019), and Bruno Latour's Down to Earth: Politics in the New Climactic Regime (2018). The review outlines and compares how these authors pose contemporary geopolitics as a problem and offer political ecology as the ground for an alternative geopolitics. The essay considers these books in the context of critiques of world politics in international relations to shed light on both the contributions and the limits of political ecological theories of global politics. I argue that the books under review encounter problems and solutions posed in Kant's critical and political writings in relation to the concepts of epigenesis and teleology. These provoke questions about the ontological conceptions of order that enable claims to world political authority in the form of a global international system coextensive with the earth's surface.
As the origin story of the present world political order the globalization of international society serves as a unifying frame for the discipline of international relations. This paper considers the consequences of the shift from the ‘expansion’ to the ‘globalization’ of international society in relation to two main texts: Hedley Bull's The Anarchical Society and Tim Dunne and Christian Reus-Smit's The Globalization of International Society. The analysis shows that Bull's conception of world order depends on a key distinction between aggregate and system which marks the difference between an aggregate of local political orders and a systematically unified world political order (a global international system). Because recent histories of the globalization of international society remain guided by Bull's distinction, they are unable to explain this transition in historical terms without transforming the global international order from the explanandum of the globalization of international society to its explanans. As a result, global histories of the globalization of international society grant a global international system a structural permanence the original expansion story was meant to contest. In doing so they change profoundly the kind of questions that can be asked regarding the origins, character, and future of political order on earth.
