C rime victimization is an important cause of political participation. Analysis of survey data from five continents shows that individuals who report recent crime victimization participate in politics more than comparable nonvictims. Rather than becoming withdrawn or disempowered, crime victims tend to become more engaged in civic and political life. The effect of crime victimization is roughly equivalent to an additional five to ten years of education, meaning that crime victimization ranks among the most influential predictors of political participation. Prior research has shown that exposure to violence during some civil wars can result in increased political participation, but this article demonstrates that the effect of victimization extends to peacetime, to nonviolent as well as violent crimes, and across most of the world. At the same time, however, crime victimization is sometimes associated with dissatisfaction with democracy and support for authoritarianism, vigilantism, and harsh policing tactics, especially in Latin America.
Vigilantism is theoretically and empirically important for political science, because it is closely related to core concepts like power, order, state-building, and collective action. Yet although political scientists are increasingly interested in vigilantism, our discipline has never developed a sustained, cumulative research agenda on vigilantism. I argue this is largely because existing definitions of vigilantism are contradictory, tautological, and not easily operationalized. This article cuts through the conceptual muddle, equipping and motivating political scientists to study vigilantism. First, I define vigilantism as the extralegal prevention, investigation, or punishment of offenses. Next, I provide a crisp conceptualization of vigilantism, and I situate vigilantism in relation to other concepts in political science. I conclude by addressing methodological and ethical issues in the study of vigilantism.
Why are women and people of color under-represented in U.S. politics? I offer a new explanation: strategic discrimination. Strategic discrimination occurs when an individual hesitates to support a candidate out of concern that others will object to the candidate’s identity. In a series of three experiments, I find that strategic discrimination exists, it matters for real-world politics, and it can be hard to overcome. The first experiment shows that Americans consider white male candidates more electable than equally qualified Black and white women, and to a lesser extent, Black men. These results are strongly intersectional, with Black women rated less electable than either Black men or white women. The second experiment demonstrates that anti-Trump voters weigh Democratic candidates’ racial and gender identities when deciding who is most capable of beating Donald Trump in 2020. The third experiment finds that while some messages intended to combat strategic discrimination have no effect, diverse candidates can increase their perceived electability by showing that they have a path to victory. I conclude by arguing that strategic discrimination is especially salient in contemporary U.S. politics due to three parallel trends: increasing diversity among candidates, growing awareness of sexism and racism, and high levels of political polarization.
When the Guatemalan civil war ended in 1996, the Peace Accords required the demobilization of the civil patrols. Yet, nearly two decades after the end of the war, the ex-patrollers remain organized and active. At first glance, the persistence of Guatemala’s civil patrols sounds like a triumph of socialization: the men enrolled in the civil patrols were effectively socialized during the war, so they continue patrolling today. This argument is seductively simple, but it is incorrect. Using process tracing to analyze historical documents and interviews with former civil patrollers, I show that the military did not succeed in socializing most of its patrollers. The military was, however, remarkably successful at socializing civilians in conflict zones. After enduring a ferocious scorched earth campaign followed by re-education, civilians either learned to fear and comply with the military and the civil patrols, or they internalized the military-promulgated narrative that repression is necessary to guarantee security. Both these outcomes facilitate patrolling in postwar Guatemala, where many civilians in war-affected areas either embrace or tolerate extralegal security patrolling as a means of preventing crime from spreading to their communities. Theoretically, the case of Guatemala’s civil patrols expands our knowledge of socialization in militias and civil defense forces. Mass socialization of group members is not necessary for an armed group to retain its influence in the long term, even after a conflict has ended. Additionally, socialization occurs not just within groups, but also dynamically and interactively across group boundaries. To fully understand the trajectories of armed groups, it is important to analyze both socialization within armed groups and the socialization of the broader civilian population.
From 1982 to 1983, General Efraín Ríos Montt presided over an especially bloody period of the Guatemalan civil war. Under Ríos Montt’s watch, the state killed approximately 75,000 of its own citizens. Yet less than a decade later, the former dictator emerged as one of the most popular politicians in newly democratic Guatemala. How did a gross human rights violator stage such an improbable comeback? Using process tracing, I argue that Ríos Montt’s trajectory is best explained by his embrace of populism as his core political strategy. This analysis deepens our knowledge of an important case, while shedding light on broader questions about how and when actors with profoundly undemocratic values can hijack democracy for their own ends.
