All realistic Multi-Criteria Decision Making (MCDM) problems face various kinds of uncertainty. Since the evaluations of alternatives with respect to the criteria are uncertain they will be assumed to have stochastic nature. To obtain the uncertain optimism degree of the decision maker fuzzy linguistic quantifiers will be used. Then a new approach for fuzzy-stochastic modeling of MCDM problems will be introduced by merging the stochastic and fuzzy approaches into the OWA operator. The results of the new approach, entitled FSOWA, give the expected value and the variance of the combined goodness measure for each alternative. Robust decision depends on the combined goodness measures of alternatives and also on the variations of these measures under uncertainty. In order to combine these two characteristics a composite goodness measure will be defined. The theoretical results will be illustrated in a watershed management problem. By using this measure will give more sensitive decisions to the stakeholders whose optimism degrees are different than that of the decision maker. FSOWA can be used for robust decision making on the competitive alternatives under uncertainty.
Abstract. The travel time of subsurface flow in complex hillslopes (hillslopes with different plan shape and profile curvature) is an important parameter in predicting the subsurface flow in catchments. This time depends on the hillslopes geometry (plan shape and profile curvature), soil properties and climate conditions. The saturation capacity of hillslopes affect the travel time of subsurface flow. The saturation capacity, and subsurface travel time of compound hillslopes depend on parameters such as soil depth, porosity, soil hydraulic conductivity, plan shape (convergent, parallel or divergent), hillslope length, profile curvature(concave, straight or convex) and recharge rate to the groundwater table. An equation for calculating subsurface travel time for all complex hillslopes was presented. This equation is a function of the saturation zone length (SZL) on the surface. Saturation zone length of the complex hillslopes was calculated numerically by using the hillslope-storage kinematic wave equation for subsurface flow, so an analytical equation was presented for calculating the saturation zone length of the straight hillslopes and all plan shapes geometries. Based on our results, the convergent hillslopes become saturated very soon and they showed longer SZL with shorter travel time compared to the parallel and divergent ones. The subsurface average flow rate in convergent hillslopes is much less than the divergent ones in the steady state conditions. Concerning to subsurface travel time , convex hillslopes have more travel time in comparison to straight and concave hillslopes. The convex hillslopes exhibit more average flow rate than concave hillslopes and their saturation capacity is very low. Finally, the effects of recharge rate variations, average bedrock slope and soil depth on saturation zone extension were investigated.
The city of Zahedan, in South-eastern Iran, has high population growth, limited local freshwater resources and inadequate water distribution system resulting in water supply failures in recent years. This paper will investigate integration of several demand management measures such as leakage detection on water distribution network, water metering and low volume water fixtures as well as the conjunctive use of surface and groundwater resources of this city. For integration of water management criteria, compromise programming will be used as a multi-objective decision making method. The criteria include minimizing the cost, maximizing water supply and minimizing the social hazards due to the water supply operations. This model will derive optimum longterm plans for implementation of water resources. The results will show that demand management can delay a water transfer project for Zahedan city up to 10 years. Compromise programming is as an efficient tool for integrated water resources management in urban areas and the method is capable to being used by decision-makers in other cases.
