Penelitian ini bertujuan untuk mendeskripsikan tahapan implementasi kebijakan pemekaran daerah, faktor-faktor yang mendukung implementasi kebijakan pemekaran daerah, menganalisis wujud implementasi kebijakan di bidang politik, ekonomi dan sosial budaya, serta menganalisis implementasi kebijakan pemekaran daerah dalam mendukung integrasi nasional di Kabupaten Luwu Timur. Penelitian eksploratif ini menggunakan pendekatan analisis kualitatif. Pengumpulan data dilakukan melalui, observasi, wawancara dan dokumen. Hasil penelitian menunjukan bahwa tahapan implementasi kebijakan pemekaran daerah Kabupaten Luwu Timur telah dilaksanakan sesuai ketentuan perundang-undangan yang mengatur. Faktor-faktor yang mendukung implementasi kebijakan pemekaran daerah adalah adanya sumber daya alam yang potensial, penanaman modal (investasi), infrastruktur transportasi dan komunikasi, keterbukaan terhadap pihak luar dan dukungan publik (masyarakat). Wujud implementasi kebijakan di bidang politik meliputi pembangunan berbagai struktur dan infrastruktur politik, adanya transparansi dan akuntabilitas pemerintahan, peningkatan peran dan partisipasi aktif masyarakat dalam proses pengambilan keputusan, kebebasan berpolitik dan berorganisasi, penegakan supremasi hukum dan hak asasi manusia, serta terwujudnya stabilitas politik. Di bidang ekonomi meliputi percepatan pembangunan struktur dan infrastruktur ekonomi, pengelolaan potensi sumber daya alam dan peningkatan lapangan kerja, pendapatan perkapita, Produk Domestik Regional Bruto serta Pendapatan Asli Daerah. Di bidang sosial budaya meliputi pembinaan kerukunan hidup antar warga masyarakat, berkurangnya kesenjangan sosial budaya, peningkatan kualitas pendidikan, kemampuan penataan wilayah dan pemberdayaan kelompok masyarakat ter.pencil, pengembangan nilai-nilai budaya lokal dan pemanfaatan kearifan lokal dalam menyelesaikan berbagai masalah. Implementasi kebijakan pemekaran daerah mendukung integrasi nasional di Kabupaten Luwu Timur, karena; terwujudnya stabilitas kehidupan bermasyarakat, adanya kemudahan memperoleh pelayanan publik, meningkatnya kualitas pelayanan publik, dan terwujudnya integrasi dalam kehidupan bermasyarakat. This research aims at analyzing and explaining the description of public services related to community empowerment-based poverty reduction. It also aims at analyzing the determinant factors of community empowerment-based poverty reduction in Pohuwato District. This research was a qualitative method with a case study approach. Data were collected using interview, documentation and direct observation. The data were analyzed through data reduction, data presentation, tentative conclusions and verification, data collection and final conclusions. These data analyzing were a cycle process or interactive process. The data were validated using the triangulation technique. This research shows that public services in community empowerment-based poverty reduction have not been optimal. Generally, lower level officials (sub-district and village) have not played an active role in communicating community development programs. The determinant factors of poverty reduction are ineffective communication, low resources, and behavior of government officials who have not been able to motivate and mobilize the community. The bureaucratic structure is still rigid, formal, inefficient and effective, which hinders the smoothness of public services and the successful implementation of poverty reduction programs. There is a government policy in communicating empowerment programs to the poor. The government provides adequate resources and serves a sincere and friendly manner without complicated bureaucratic procedures. Therefore, it is easy to access various community empowerment programs in Pohuwatu District.

Dissolution of Presidential Regulation Number. 22 of 2010 concerning the Indonesian Gold Program (PRIMA), which is an ineffective and efficient problem in implementing PRIMA's organizational structure. so that the problem can be formulated in this study is how the organizational structure of the implementation of the Indonesian gold program. focus on research on the form of organizational structure, division of tasks, coordination path of the PRIMA Implementing Unit at the Ministry of Youth and Sports of the Republic of Indonesia. This study aims to determine the form of organizational structure, division of tasks, and coordination in the PRIMA implementing unit. Types of qualitative research, informants stacholder sports at the central level, techniques for collecting data on observation, interviews, domination, triangulation. Data analysis techniques: Data reduction, data presentation, and conclusions. Research results: 1. The organizational structure of the PRIMA implementing unit uses the form of a division structure. 2. The division of tasks of the PRIMA implementing unit is in accordance with its duties and functions but is late in decision making. 3. Track path coordination PRIMA implementing units internal and external coordination. So the organizational structure of sports is very important for the development of sports in the country.
