Commercialization strategy is an all-encompassing plan that organizes technology transfer office goals to commercialize a university’s technologies. Measurement strategy requires feasible variables that make up those goals. This strategy also ensures that all variables that are important in measuring contribute to the larger goals. A useful way to assess and explain the effectiveness of the technology transfer office (TTO) of universities is to model this within a production function/frontier framework. Such a production function is typically estimated econometrically. This study presents evidence on the relative efficiency of research commercialization in the university through the data envelopment analysis (DEA) model. The implication of the DEA efficiency result is to derive the efficiency level of the TTO’s strategy from the observed performance. It also helps in identifying the benchmarking of other TTOs, which would be valuable information for improving their new technology commercialization strategy. In detail, a benchmark is provided to improve the weakness of strategy and resource allocation of a poorly performing TTO. The proposed matrix of indicators is an exploit of how performance could be measured within the decision-making units that have been chosen. By introducing the measure to commercialization strategy framework the development of technology transfer offices policies are considered.
Spin-off is a company that exploits a university or research, intellectual property that is characterized by the maturity of a technology. University Spin-Offs (USO) is an enterprise of which the business activity is founded on a technological development or innovative concept developed at the university. The study aims to develop a framework to measure the readiness of the university spin-offs and analyzing to know the actual conditions and the ideal, and supposed to be establish the university spin-offs. Variables that used in this research are inventor, technology transfer office and the university. The results of this paper are a model used to measure university readiness for establishing spin-offs considered by the optimal time that is used to launch a spin-off company, components of university spin-offs establishment. Universitas Sebelas Maret (UNS) through SMART UNS Company has conducted research and development of e-motorcycle conversion using Li-ion battery pack as a substitute for ICE energy source from the conventional motorcycle. Currently, the battery-pack that used for e-motorcycle conversion is in the development phase towards commercialization. The challenge of estimating production costs is the complicated production process and storing hidden expenses that can be a problem. This hidden cost is often a missing or varied factor that costs less or more expensive. This study presents an integrated parametric cost estimation model with activity-based cost assignments to estimate production costs through cost calculations for each activity. Activity-based costs break the production process into a specific cost element for each step. Each activity's cost is put into a parametric cost estimation model to calculate the cost of each activity into the total cost of production. Cost estimation results will be analyzed using a regression method to determine which variables most affect the production cost of Li-ion battery packs for the conversion of e-motorcycles in the SMART UNS company.
