Interest will make someone selective in responding to or living a message. People will only pay attention to stimuli that have to do with their interests. The executive and legislative interests are power. The problem raised is that the achievement of power can be achieved by establishing effective communication. Collapsed communication between the executive and the legislature tends to lead to conflicts in the economy and politics. Based on this phenomenon, the author raises the issue of the occurrence of political economy communication conflicts between the two regional institutions. This research was conducted in Aceh, the approach used was qualitative using objective-subjective barrier theory, conflict theory, communication, communication conflict, and political economy. This study aims to determine the problems that arise in the political economy conflict. This research was conducted using observation and interview techniques. Furthermore, the data were analyzed descriptively. The results of this study are: prejudice is a factor in communication conflict. The lack of transparency and the governor's reluctance to sit down with members of the Aceh legislature to discuss regional and financial policies are considered by the council as a strategy by the governor to take advantage of the unilateral use of the budget.
IntroductionReturn Share -One of the goals of investors investing is to get a return. According to Stevanie & Mindosa (2019), return is income expressed as a percentage of the initial investment capital. Investment income in this stock is the profit obtained from buying and selling shares, where if the profit is called capital gain and if it is a loss, it is called capital loss. Jogiyanto (2017) stated that stock returns are: 'return is yield and capital gain (lost)'. Yield, namely -cash flow that is paid periodically to shareholders (in the form of dividends), Capital Gain (loss), namely -the difference between the share price at the time of purchase and the share price at the time of sale.1 .1. Fama French Three Factor Model Fama and French (1995), in Ervina (2021), suggest two other variables that affect the rate of return, namely -size (company size) and book to market ratio. This research is known as the Fama-French Three Factor Model. Size is seen from the market capitalization value of the stock which is the product of the stock price and the number of shares outstanding. Furthermore, according to Ervina (2021), in 2014, Fama-French added another variable that can affect the rate of return, namely -profitability and investment. This model is known as the Fama-French Five Factor Model. The results of this study found that the level of profitability is directly proportional to the return. As for investment, companies with high total assets will get low returns.According to an empirical study, conducted by Trimech et al (2009), the relationship between stock returns and market risk premium factors, firm size, and book to market significantly depends on the object and period used. Therefore, additional variables are needed to enhance the strength of the Fama French Three Factor Model. Fama and French Three Factor Model research in Indonesia has been widely carried out.
The local election is a political and democratic tool owned by the community after Indonesia's reformation. Aceh and its regencies and cities will carry out the local election in 2022. The central government's policy to postpone the implementation of the local election in 2024 has created a polemic in the community. Based on this phenomenon, this study aims to determine the problems that arise in political communication among the community against the central government's unilateral policy in delaying the implementation of the local election. The approach used was qualitative by using observation and interview techniques. The results of this study are: The Acehnese are disappointed with the central government's intervention in the form of a policy of postponing the local election, based on the justification that Aceh has the local regulation, that is called 2006 Aceh Government Law, where Aceh has independence in managing its household. Furthermore, the communication built by the Central Government is coercive communication, ignoring comprehensive communication from the community. With the ecological influence of the local election postponement policy and communication built by the central government, the people ignore the government's advice to keep the environment more conservative and ignore the fight against Covid-19.
Election is one of the characteristic that must exist in a democratic country, thus election is an important means for the people in the life of the state, namely by choosing their representatives who in turn will control the wheels of government. The results of the general election, which was held in an atmosphere of openness with freedom of opinion and freedom of association, were considered to reflect fairly accurately reflect the aspirations and participation of the community.According to Harris G. Warren, elections are an opportunity for citizen state to elect government officials and decide what they want the government to do. In making the decision it's the citizen countries determine what they really want to have. Meanwhile, according to A. Sudiharto, elections are an important means of democracy and are a real manifestation of people's participation in state life. (Budiarjo 2008) Pilkada was held in Indonesia in 2005 at which time the people were free to choose the regional head they wanted and who would hold office for the next five years. Pilkada was also held after the success of a democratic event, namely in 2004 the people had succeeded in electing the president and vice president who were first elected by the people, so departing from the success of this direct election which made the regional elections also held directly in Indonesia. But basically the rules regarding the elections have been regulated in Law no. 32 of 2004 which regulates regional elections in Indonesia. And vice versa, the lower the level of freedom, the worse the election will be. This gives rise to the assumption that the more people who take part in the election, the higher the level of democracy in holding elections. However, under certain circumstances, there are several obstacles that can hinder the implementation of the post-conflict local election, such as the current Covid-19 pandemic.All parties agreed to postpone elections and reallocate unused election budgets to local governments to respond to the COVID-19 pandemic. Government Regulations in Lieu of Laws have been issued as a legal basis until parliament can incorporate them into law at the next session. The current content of the law is based on the results of a meeting held on 14 April 2020 where parliament agreed with the government's proposal to postpone elections until 2024, but this will be
