Background: Sub-Saharan Africa tops the list of poorest regions in the world. The region is characterised by poverty, high unemployment rates, hunger and disease. Small and medium enterprises (SMEs) the world over contribute significantly towards social economic growth and have the potential if well harnessed to contribute towards the achievement of Sustainable Development Goals (SDGs) and also reverse the cycle of poverty on the African continent. Most university libraries in the developed world have put in place strategies to re-engineer information on research and innovation (R&I) for SMEs to support entrepreneurship and innovation programmes. However, university libraries in Africa are still lagging behind in this regard despite the fact that the region has the highest number of SMEs.Objectives: The objectives of this study were to: investigate how university libraries in Uganda are managing the universities’ research output; find out how the research output is disseminated to SMEs for their entrepreneurial activities, to understand how SMEs access and use R&I information for their entrepreneurial programmes; and propose feasible strategies of how best university libraries can re-engineer the dissemination of the research output for use by SMEs in their entrepreneurial endeavours.Method: The study used document analysis which is a qualitative data collection method. Empirical literature related to the research variables of the study was reviewed through systematic searching of manual and electronic documents on how university libraries treat their R&I information in relation to entrepreneurship.Results: The findings demonstrate that university libraries can re-engineer their R&I information services for SMEs through: repackaging R&I information in formats and languages easily accessible by SMEs; creating informal social networks for information sharing among SMEs; creation of R&I information library corners; University Library Consortia advocating for this concept; periodical announcements of new R&I information in the library through emails to SMEs; organising SME days in the library; creation of SME pages on the library website; conducting information literacy training sessions for SME entrepreneurs; and adding this concept in the library and information science curricular.Conclusion: This article discusses how university libraries, from a developing country context such as Uganda, can re-engineer research output for SMEs and use it to develop innovative solutions that can contribute positively towards SDGs and the social economic transformation of Africa at large.
Academic libraries in universities store large volumes of research that can be used for development purposes to support teaching, learning, research, innovation, community outreach and partnerships. Library automation incorporates the adoption of integrated library systems. Effective adoption of an integrated library system enables broad-based access to global and local knowledge sources to solve local, regional and national development challenges. Using a sequential mixed methods approach in a case study of a Ugandan public university, Kyambogo University, this study investigated the perceptions of librarians, information workers and other university stakeholders with respect to library automation and the contribution thereof to national development. The results confirmed that the integrated library system improved library operations and played an important role in supporting national development. This study also highlights the continued challenges of adopting an integrated library system in developing countries such as Uganda, which, if addressed, could further improve information service delivery for a nation’s socio-economic transformation.
Purpose The purpose of this paper is to review the approach used by the Ugandan Government in implementing the Covid-19 mitigation model and establish whether it did not expose government’s failure to soundly protect and respect all her citizens’ right to health during the first four months of the Covid-19 crisis in the country. Design/methodology/approach The study was qualitative focusing on a population of households of vulnerable and chronically ill patients in Mukono and Wakiso districts of Uganda. The sample was identified through purposive and snowball sampling techniques. Purposive and snowball sampling was chosen for this study to select unique informative cases which were subjected to in-depth interviews. Findings The findings of the study revealed that disadvantaged and vulnerable citizens of Uganda experienced severe and increased shortages of food, increased cases of ill-health, compromised ability and mobility to access health services as a result of the government's Covid-19 mitigation model. Research limitations/implications The data collection exercise was conducted during the Covid-19 lockdown when the mobility was restricted to only essential services so data was collected in the two districts of Mukono and Wakiso in Uganda. Practical implications Pandemic mitigation models ought to be people-centred executed by a multidisciplinary team which are empathetic towards the views of disadvantaged communities and thereby cultivate a culture of care over time. Social implications Public health models and policies work more effectively if they are contextualized to work for both the high and low classes of people across the whole spectrum. Originality/value Given this awareness of the Covid-19 mitigation model, this paper unveils the immediate consequential effects of the model considering the manner under which it was formulated and implemented in the Ugandan society. While the government implemented the model in exercise of its obligations, contextual factors had advance limitations to the efficacy of the model. Most significantly, among the expectant mothers, the old, the sick with terminal illnesses, the physically challenged and hunger-stricken families with no daily sources of income.
