The Analytic Hierarchy Process (AHP) is widely used by decision makers and researchers. The definition of criteria and the calculation of their weight are central in this method to assess the alternatives. However, there are few studies that focus on them. The purpose of this study is to develop a systematic review of literature on the real cases that applied AHP to evaluate how the criteria are being defined and measured. In the 33 cases selected, they mainly used literature to build the criteria and AHP or Fuzzy AHP to calculate their weight, while other techniques were used to evaluate alternatives.
As market dynamics and complexity increase, the selection of IT projects, which are important to align enterprise operations and strategy, face challenges from cost-benefit related conception, to criteria for project definition. This research has the objective to present a case study for the process of adoption of a multi-criteria method through AHP -Analytic Hierarchy Process by a large Brazilian multinational company in the oil & gas segment. The authors prepared a descriptive qualitative research based on survey data from semi-structured interviews with key company professionals involved throughout the implementation process. The results obtained indicated that the company, based on a medium to long term strategic plan passed by the realignment in the criteria of the decision-making model, through the enhancement of demand and project portfolio prioritization under IT. The study also aims to explore from company´s senior management expectations up to the details on the challenges encountered during implementation and use of the method chosen by the corporation.
A implantação de um sistema de gestão hospitalar é um projeto crucial para uma organização que pretende evoluir e integrar seus processos operacionais. Esse tipo de sistema é conhecido como Enterprise Resource Planning (ERP). A aquisição de um ERP é uma decisão complexa, devido à novidade do tipo de decisão, do impacto no modus operandi da organização e do projeto de mudança nos processos e adequação da mão de obra. Cada departamento pode ter objetivo e critérios distintos para definir qual seria a melhor opção. Nesses casos, a aplicação de um método de decisão multicritério (MCDM), como o Analytic Hierarchy Process (AHP), poderia contribuir para essa escolha. Assim, o objetivo deste artigo é identificar como o método AHP pode auxiliar um complexo hospitalar no processo decisório sobre a escolha de um sistema ERP. Para isso, foi aplicado um estudo de um caso único, baseado em entrevistas aprofundadas e em documentos gerados no processo decisório. Os resultados da análise mostraram a utilização do método AHP pôde colaborar no processo de aquisição do sistema, contribuindo com a geração de critérios com base nas necessidades de todas as áreas, na obtenção do consenso do grupo sobre a escolha do ERP a ser adquirido, além do comprometimento e engajamento dos envolvidos com a implementação do sistema.Palavras-chave: Gestão de Projetos; Aquisições; ERP; AHP; Decisão Multicritério. AHP APPLICATION IN THE ACQUISITION OF A HOSPITAL MANAGEMENT ERP ABSTRACTThe implementation of a hospital management system is a crucial project for an organization that aims to develop and integrate their business processes. This type of system is known as Enterprise Resource Planning (ERP). The acquisition of an ERP is a complex decision due to the novelty of the type of decision, the impact on the modus operandi of the organization and the change project processes and adequacy of manpower. Each department may have different objectives and criteria to define what would be the best option. In such cases, the application of a method of multi-criteria decision-making (MCDM), as the Analytic Hierarchy Process (AHP), could contribute to this choice. The objective of this article is to identify how the AHP method can help a hospital complex in decision-making process on the selection of a management system. It was the study of a single case, based on documents generated in the decision process and in-depth interviews. The analysis results showed that the using of AHP method could collaborate in the system acquisition process with the generation of criteria based on the needs of all areas, in obtaining team consensus in the process of acquisition decision, team commitment and engagement of stakeholders.
This study presents the experience based on the utilization of AHP method for the prioritization of projects in the Information Technology Department (ITD) of a large food enterprise. The company was using a tabular system in order to calculate adjusted weights. Comparison between the two methods allowed company's decision makers to acquire greater conscience about their preferences and relative importances being attributed to relevant selection criteria. The pairwise comparison process required by the AHP allowed the team of decision makers to obtain greater understanding of their individual points of view, and opening space for dialog and argumentation which led to a high level of agreement. At the end, a result comparison of both processes and the study of found differences, made it possible, according to the decision makers, to prove the superiority of the AHP method in terms of specification and transparency of the process, therefore allowing them to audit their decisions and to execute the sensibility analysis of the results regarding the weights given to each criterion.
Este relato técnico possui a finalidade de identificar as contribuições da aplicação do método Analytic Hierarchy Process (AHP) para a hierarquização e o sequenciamento de projetos públicos da carteira de projetos do governo do estado de São Paulo. Foi utilizado o método de estudo de caso único, com base em entrevistas aprofundadas e relatórios públicos sobre o processo adotado. O caso foi escolhido devido à importância estratégica das decisões a serem adotadas para atendimento das necessidades de desenvolvimento da Macrometrópole Paulista, complexo território onde vivem e trabalham 30 milhões de pessoas que geram 80% do PIB do estado. Os resultados da análise do caso mostraram que o método pôde apoiar o processo decisório desde o ranqueamento até o de sequenciamento dos projetos, além de contribuir para que o processo fosse realizado com o compartilhamento da decisão entre pessoas experientes e conhecedoras dos projetos, o que gerou consenso sobre o resultado e alinhou a visão dos principais stakeholders.Palavras-chave: AHP.
