The most rewarding and interesting sections of the book are those which discuss Go¨ll's writing of German history. Here, Fritzsche's own expertise and a stronger chronological narrative, together with a more prominent use of Go¨ll's own words, combine to make a compelling story. We can understand Go¨ll's political development, his flirtation with National Socialism, his surprisingly early horror at its violent excesses, and his political realignment. All the while Berlin crumbles around him. The most amazing passages discuss Go¨ll's visit to the 'Degenerate Art' exhibition on Saturday 12 March 1938. His comments on Otto Dix's Der Krieg, in which he recognizes in Dix's painting the destructiveness of war and, thus, the danger of Nazism, is a remarkable insight from a man surrounded by the regime's constant propaganda -including that of the exhibition itself.But this scene runs the risk of being lost in a book that leaves us strangely out of touch with its protagonist. Go¨ll's life should be compelling reading for both academic and popular audiences. But instead of getting to know Germany through Go¨ll, we get to know about Fritzsche's obsession with him. Ironically, Go¨ll remains a distant observer. Until readers are treated to a publication of his diaries themselves, he will not occupy the limelight he so desired and which his story clearly deserves.

In the twentieth century Hong Kong’s population expanded dramatically. Yet, it was only after one million refugees from China settled in the 1950s that the colonial Government undertook population control. Imposing immigration restrictions was straightforward, but curbing unprecedented natural growth proved problematic. On the one side, supporting family planning risked alienating pro-life Catholic organizations, many channelling necessary relief for the refugees in an anti-communist mission for the USA. While on the other, indigenous infant welfare, which reduced infant mortality, could not be neglected further, in part because of the postwar resetting of race relations, its importance in improving public health, and the attention given to the refugee crisis by world public opinion. Hence, the paradox of an overpopulated British colony investing in infant welfare, not in family planning.
