The article is devoted to the definition of the effectiveness of libraries activities and aims to offer workable methods of its evaluation. The solution of this problem is relevant for the management of the library industry. Clarification of the concept of "efficiency of library activities", "social efficiency", "economic efficiency", "organizational efficiency", "technological efficiency". Various options for measuring and calculating efficiency at the level of the library are set out. In order to discuss the proposed lists of indicators that can be used to determine the various types of efficiency of library activities. Particular attention is paid to the evaluation of social and organizational effectiveness as least developed in management theory as applied to specific activities of libraries. The methodology for calculating the composite efficiency index is described in details. This indicator, according to the authors of the article, can be used to make responsible managerial decisions, which are based on a comparative analysis of the activities of libraries that differ in status, resource base, user contingent, and targets. The proposed toolkit combines the results of an analysis of the activities by the elements. The specificity of the proposed solution is that it should be used in the calculation of individual indicators and composite indices of the effectiveness of the priorities of the tasks that lie in each period before the cultural sector as a whole and the specific objects to be solved – the objects of analysis.
The modern world is a world of global trends. Studies often do not take into account the nonlinearity of the process and create the appearance of automatically deepening and expanding global processes that affect all areas of life. Globalization is considered in the article as a non-linear process of spatial interaction, mutual influence and interdependence of the world economy subjects. One of the main periodization criteria of economic globalization is the qualitative changes in spatio-temporal relations. The purpose of the paper is to justify the reasons for the emergence of a new phase of globalization. The pandemic has triggered a serious blow to the global interdependent economy. This means that globalization is entering a new phase.
ФОРМИРОВАНИЕ МЕХАНИЗМОВ ПРИВЛЕЧЕНИЯ НА ОБУЧЕНИЕ СТУДЕНТОВ ИЗ СТРАН АСЕАНК л ю ч е в ы е с л о в а: образовательная интеграция стран АСЕАН, привлечение студентов, развитие двустороннего партнерства Россия -АСЕАН в сфере образования.В целях привлечения на обучение большего числа иностранных студентов и выполнения задач, поставленных на государственном уровне, университеты заинтересованы в освоении новых стран, регионов и установлении двустороннего и многостороннего партнерства с образовательными организациями данных стран и регионов. Особый интерес при привлечении иностранных студентов вызывают страны АСЕАН, которые находятся в процессе формирования единого образовательного пространства в регионе, чем способствуют повышению качества образовательной подготовки своего населения.В статье рассматриваются интеграционные процессы, которые протекают в регионе, объединяющем страны АСЕАН, реализуемые международные модели привлечения на обучение студентов из стран АСЕАН, а также предлагаются рекомендации по возможным действиям на государственном и университетском уровне с целью стимулирования потока студентов из стран АСЕАН в Российскую Федерацию.
The approach to assess library performance was approbated; the results are discussed. The proposed instruments enable to calculate several indicators of social, technological, economic and organizational efficiency as well as summary efficiency index. This method enables to define whether the library goals are achieved, to relate the results to invested resources, to evaluate process satisfaction degree. The authors suggest alternative indicators for normal and extreme circumstances (e. g. during COVID-19 pandemic). The assessment is based on the indicators included into 6-NK statistical standard (Public Library Report) as well as the indicators used in plans, reports, analytical reviews to be submitted to founders, central libraries, or regional authorities. The methods require no extra information or special research. Its stage-by-stage description makes them replicable, which is evidenced by approbation results presented by many libraries. The element index enables to measure the indicators, to analyze and compare them, and to make informed managerial, strategic and political decisions. The universal method can be applied irrespective of library type, status, and departmental subordination.
