Present state of the Danube shipping is differed by insufficient provision of navigation conditions, age composition of the fleet, as well as the fleet specifics – its ability to work throughout the Danube (over 2000 km) when loaded with heavy caravans from non-self-propelled vessels. This specificity significantly differentiates the Danube navigation from navigation on other inland waterways in Europe, which provided year-round through depths, range of transitions to ten times less, and the work carried out for the most part self-propelled dry cargo and tanker vessels. The study deals with the build a common model for managing energy efficiency and environmental performance of a self-propelled river towing and traction fleet. The differences in transportation technologies in international maritime, European inland and Danube shipping are shown. The issues of rationing of harmful emissions into the atmosphere in shipping on European inland waterways are considered. The analysis of energy efficiency indicators established in international maritime shipping, as well as the peculiarities of their use in inland navigation, was carried out. The principles of the application of energy efficiency indicators to the assessment of environmental indicators of ships in inland navigation have been determined, taking into account the specifics of navigation conditions and other factors determining the operating modes of the ship propulsion complex. Innovative approach in the study lies in the fact that in the known studies carried out earlier, were considered the Danube fleet operating on the upper sections of the Danube. According to this, the practical solution to the problem of determining the potential to reduce harmful emissions for the existing fleet as well as the formation of the concept of energy efficiency management in the shipping industry is unresolved. Consequently, the ways of achieving energy efficiency while reducing the amount of harmful emissions into the atmosphere were identified. A possibility of controlling characteristics of energy efficiency of existing Danube traction and self-propelled fleet without significant modernization and upgrades is presented.
The distorted idea of entrepreneurs about the essence and significance of the application of strategic planning leads to the lack of development of effective mechanisms for its implementation. This issue is especially acute for transport enterprises that depend on production-technological and marketing changes occurring not only in transport, but also in other sectors of the national economy. The presence of a significant arsenal of strategic planning tools developed by Western scientists requires their adjustment, adaptation and modification for use by Ukrainian enterprises. The article draws attention to the fact that the issue of the mechanism of strategic planning at the enterprise, being a socioeconomic unit, becomes topical in the present day reality. It is mainly covered at the level of hromadas, regions or the State as a whole, but is rarely considered in the plane of enterprises. The analyzed approaches of domestic scientists to the formation of the mechanism of strategic planning at enterprises indicate a limited use of the existing strategic planning tools, which focuses on the use of one method and the absence of the necessary components of the mechanism with a certain interoperability and interconnection among them. Such an approach is non-rational and ineffective given the difficult and changing conditions of operation of enterprises. With attention to the above, an adaptive strategic planning mechanism for transport enterprises has been formed, which is designed to coordinate the stages of strategic planning and determine the instruments to take into account the maximum number of factors, as well as form directions on the way to ensuring competitive activities, increase financial stability, overcome insolvency and stagnant processes in the activities of the enterprise taking into account environmental changes. The main components of the proposed mechanism are the strategic planning process itself, based on the principles, components and objectives of strategic planning and taking into account the prerequisites for the occurrence of threatening situations; comprehensive monitoring of the company’s activities, covering system analysis, determination of strategic priorities and influence of factors of the external and internal environment; defining the horizon of strategic planning, which provides for the development of medium, long-term and two-term plans; calculation of forecast indicators according to the indicator system and their adjustment in case of changes in the influence factors; evaluation of the efficiency of the strategic plan. The presence of these components is the key to successful strategic planning and implementation of strategic programs.
Modern higher education institutions faced a huge problem during the global pandemic. The topical issue was the provision of quality educational services to higher education seekers in a pandemic around the world. Many countries in 2020 have decided to use distance learning as the only way to continue the educational process without interrupting it indefinitely. Distance learning today is one of the most effective and promising training systems. The emergence and active spread of distance learning is anadequate response of the education systems of many countries to the processes of integration taking place in the world, the movement towards the information society.Purpose. The purpose of this article is to systematize various aspects of distance education in institutions of the maritime sector of Ukraine in a global pandemic and to find solutions to issues that arise during the development of distance education and training of maritime professionals; identification of positive and negative aspects of the introduction of distance learning.Methods. To solve the problem, the following methods were used: the method of theoretical generalization, the method of analysis and synthesis, the method of systematization, the method of deduction.Results. The analysis of the results of distance learning in maritime institutions was carried out and its strengths and weaknesses were identified. The ways of improving the quality of distance education are analyzed. Further ways of development and improvement of distance learning are proposed.Originality. The basis of the educational process in distance learning is the controlled, intensive and purposeful independent work of a student who can study in a place convenient for himself, according to an individual schedule. In accordance with this, the educational process should be organized in such a way as to ensure the student's independent mastering of the educational material, the implementation and timely deli-very of individual assignments.Output. The main problem of training applicants for higher education in the maritime sector of Ukraine in a pandemic in distance education is the lack of opportunity for cadets to gain practical skills in working with ship equipment that exists in educational institutions. This negatively affects the quality of learning by cadets. In the future, this may lead to increased ship accidents and reduced maritime safety.
