Short Sea Shipping involves the transport of goods and passengers using watercraft over a limited distance and without crossing the ocean. A direct competitor to land transport, it uses ports and inland waterways to complement traditional transport systems to increase capacity, increase flexibility and achieve sustainable transport mobility. The short haul category does not have an official and universally recognized definition. However, several attempts have been made to establish its boundaries and come up with a definition that accurately reflects the content. The definition given by the European Commission: "The movement of goods and passengers by sea between ports located geographically in Europe, or between ports located in non-European countries with coasts on closed seas and bordering Europe" is widely used today. A deep understanding of the serious socio-economic and environmental impacts of road transport operations compels policymakers at different institutional levels (e.g. local, national and regional) to act accordingly and introduce a range of targeted policy frameworks, strategies and interventions to support the broader development and exploitation of others. modes of transport (i.e. rail, inland waterways), thus helping to unload road networks, thus realizing significant improvements in terms of air quality, road safety, and so on. Taking into account the geographic characteristics of the main trading regions of the world, as well as the priorities set by the relevant government authorities, and funds (both public and private) allocated for infrastructure projects, railways, short-distance shipping and inland waterways were considered with a view to establishing additional opportunities to ensure dynamic growth. So, sea transportation over short distances competes with land transport. First of all, they have a geographic advantage, the sea offers more route options and more flexibility for ships. Another benefit concerns economies of scale. Environmental sustainability is the main benefit of short sea shipping. It also has a lower carbon footprint per tonnekilometer than trucks. In addition, maritime transport offers various social benefits. Unloading of road networks is carried out by transferring traffic from land to sea. Ensuring the further development of ports provides for a more detailed study of such a segment as short-distance sea transportation.
The article emphasizes that there is a need to review the role of port authorities, identify trends in port management and assess the economic impact of port management reform. Conceptually, port administrations can experience a "renaissance" to face the many pressures of stakeholders, address socio-economic changes in the port landscape and improve the competitiveness of their ports. They can do this by acting as a facilitator or entrepreneur. Port authorities can generate more demand for a port product by reducing the overall cost of transporting cargo or passengers through the port. The traditional functions of port authorities have undergone significant changes. In larger multi-functional ports, the actual function of the operator, at least where cargo handling services are concerned, has been shifted towards aspects of the functions of lessor and regulator. Now the main feature of the operator's role is the granting and supervision of concessions. The function of the lessor and the regulator have become the two main functions and thus correspond to the general definition of the lessor's port model. A number of typical conflict situations that may exist in relation to port development are identified, including environmental protection, urban planning, working conditions, residents' interests and general economic development. It is necessary to make changes in management, even within the existing (formal) structures. The competitive position of the port will be determined not so much by the system of operation (for example, the landlord or the service port), but by the commercial attitude, mentality and entrepreneurial culture. It is necessary to develop leadership qualities in port management at the local and regional level, expanding competencies beyond the purely maritime dimension, and including competencies and know-how in the field of real estate management, environmental management. Port authorities have four main functions that can be performed at the local, regional and global levels. We can combine these functions and levels into a so-called "renaissance matrix". Several combinations are possible in this matrix, but a review of the above-mentioned existential variants. It is possible to derive a hypothetical typology, which consists of three main types: "conservative", "facilitator" and "entrepreneur". The conservation port focuses on having a good economy, and essentially adheres to the passive and mechanistic implementation of the three traditional functions of the author's port at the local level. The facilitator's port is a mediator and partner between economic and social interests. The Entrepreneurial Port will be the most complete port of resurgence management, combining the main features of a facilitator with a more outspoken commercial attitude as an investor, supplier, sender and consultant at all three geographical levels.
Abstract. It is proved the importance of environmental management to ensure sustainable development of the port. Based on the study of academic literature, the factors of external and internal environment that determine the need for the development of environmental management are identified. A generalized model of the environmental management system is proposed and the need to introduce a rational management system at all levels of port management is emphasized. It is emphasized that the problem of developing a system of ecological and economic model of management and decision making requires the use of theory and methods of modern information technology, as well as methods of adaptive and intelligent management of port processes in real time based on a set of technological and economic and environmental criteria. It is offered the general principle of formation of the combined criteria of management on all levels of hierarchy according to decomposition of management system structure of a production function and at the account of both economic and ecological parameters. A system-wide generalized technological, economic and environmental criterion for management and decision-making has been developed, which includes both qualitative and quantitative characteristics of services and environmental parameters of pollutants. For all technological and transport processes the local control criteria corresponding to the general system criterion on observations of technological and ecological parameters are received. Variants of criteria of operative management of operational function of port are developed. It is emphasized that the specific choice of quality criteria is determined by many factors, such as the specifics of the problem, the nature and complexity of the object, the simplicity and feasibility of the proposed algorithms. Relevant principles are given for the selection of the appropriate criterion. The concept of ecological management of port’s operational function is formulated.
