ABSTRACT. Following the end of the thirty years old civil war in Sri Lanka, there were expectations that the post-war period would usher in peace, development and reconciliation. The last four years have witnessed several positive developments including resettlement of people and rehabilitation of infrastructure. Nonetheless there are range of problems and policy gaps that have hindered the transition from war to sustainable peace. A key post-war challenge is that of violence against religious sites and members of religious communities. More recently, from last year, there has been an unprecedented level of violent attacks, demonstrations and hate speech targeting Sri Lanka's Muslim population. It noted a 'sharp uptick' in religiously-motivated violence and said the authorities are 'passively and sometimes actively' condoning extremist Buddhist groups, Mainly perpetrated by Buddhist-fascist fundamentalist groups, such as the 'Bodu Bala Sena' or 'Buddhist power force' and the Hela Urmaya or Sinhala Heritage Party are the main groups behind these targeting of Muslims. The events have left the country's second largest minority community -the Muslims feeling afraid and vulnerable which forcing a concerted campaign against them. In addition to attacks on places of religious worship there are calls to boycott Muslim shops and establishments, all of which is increasing tensions, particularly in areas where Muslims and Sinhalese live close to each other. These were virtually programmed by some prominent and influential personalities in governing circles, besides others who had a vested interest in seeing Sri Lanka imploding amid heightening 'communal tensions.' On this context, this study focuses on the recent incident of violence against Muslims in Sri Lanka. The primary objective of this study is to examine the motive for violence against Muslims as well as impact of the violence. The fundamental questions of this research are the following: why does post-war violence and hate propaganda arise against Muslim in Sri Lanka? In which ways the violence against minorities, particularly Muslims impact on reconciliation process? And why does Buddhist nationalist hegemony arise soon after civil war in Sri Lanka? This study is based on an interpretive approach. The data were collected from both primary and secondary sources. In addition to primary sources, qualitative interviews were conducted with selected specialist on this particular research area. I conclude that after end of war against LTTE by government of Sri Lanka, religious tension has been increased in the recent past and the government's reluctance even to take firm action against to perpetrators which would be helpful in restoring the rule of law and security of Sri Lankan minorities has been a big hurdle in the post -conflict situation and government are perceived to serve only the Buddhist side and to marginalize those holding legitimate grievances.
This paper aims to examine the historical background of Pakistan’s nuclear strategic doctrines in the context of nuclear deterrence policy of Pakistan. After years of research, Pakistan proudly set off an atomic bomb in 1998 and became the first Muslim nation to join the nuclear community. Primarily, the reason of nuclear deterrence of Pakistan will be propound as part of their historical conflicts with India and Indian threat was the major motive for Pakistan unveiling its nuclear card. The explosion caused tensions around the world and further strained diplomatic relations between Pakistan and its main rival India, which had detonated its own atomic device in 1974. The original Pakistani effort to build the atomic bomb began in the 1950s and reached a fever pitch during the Jimmy Carter administration when Pakistan made a deal with France for a reprocessing plant that could create fissionable plutonium. The other part would emphasize the key part of the nuclear programme of Pakistan. In such context, this paper is an attempt to touch various issues regarding development of nuclear power in Pakistan, while highlighting the role of external powers which would contribute to the transitory nature of their dynamic relations to develop nuclear power in Pakistan. The data were collected mainly from secondary sources. The research concludes that the Pakistan may have no choice but to gain nuclear capability, to ensure its survival , and has developed its own nuclear weapons in order to strengthen its bargaining position vis-à-vis India and reduce its dependence on external sources.
Sri Lanka emerges from this latest election with a hung Parliament in 2015. A coalition called the United National Front for Good Governance (UNFGG) won 106 seats and secured ten out of 22 electoral districts, including Colombo to obtain the largest block of seats at the parliamentary polls, though it couldn't secure a simple majority in 225-member parliament. It also has the backing of smaller parties that support its agenda of electoral. In the August parliamentary election, the former president Rajapaksa forces upped the nationalist ante and campaigned to win a majority of parliamentary seats with the votes of the Sinhala Buddhists only, but extreme appeals to nationalism failed to get traction in the elections among the Sinhalese. It is fair to say that the double blow against nationalism in the south was occasioned by the politics of good governance promoted by the UNP and its alliance in the election. In Sri Lanka's eighth General elections, none of the two major political alliances-the (UNF), nor the (UPFA)-gained a clear majority in the election. More important, for the fourth time the fragmentation of seats among the major parties and regional level party has inaugurated a period of unstable coalition governments, creating an air of political and economic ambiguity in the nation as it enters a post-Mahinda Rajapakse era. This study is based on an interpretive approach. The data were collected from both primary and secondary sources. The study examines distinguishes the 2015 election from previous ones and what extent? What are the major factors leads to defeat the ruling party? However, this study argues that the election results are indicative not only of the decline of Mahinda Rajapakse era but also of a gradual transition toward good governance.
ABSTRACT. The civil war ended in 2009 but four years later the country has yet to find its path of reconciliation and to heal the wounds of war. At the present time it also appears that Sri Lanka is moving backwards, and not forwards, in terms of securing the rule of law and reconciliation. This has impacted negatively on the rule of law and by extension the protection of human rights and political accountability. There is also the rise of inter-religious tensions fanned by government allies. A new dimension of inter-communal unrest is the rise of Buddhist extremism in some quarters; it has targeted the Muslim community and taken on an open and frontal confrontational approach.One of the main elements of external intervention in the internal affairs of post-war Sri Lanka is the continuing pressure being brought to bear on the government to adopt a system of provincebased devolution as one of the instrumentalities of ethnic reconciliation. It is, indeed, unfortunate that the LLRC itself has made a similar prescription. There is no evidence in the voluminous report produced by the Commission that it made any attempt to draw 'lessons' relevant to the subject of territorial devolution and sub-national inter-group conflict from our own experiences, leave alone the abundance of international experiences. Its recommendation, however, has had the effect of legitimizing the demand made by the global west which, in earlier times, was so obviously based on a nakedly superficial, local NGO-nurtured, understanding of Sri Lankan affairs.
