Nudge plus is a modification of the toolkit of behavioral public policy. It incorporates an element of reflection – the plus – into the delivery of a nudge, either blended in or made proximate. Nudge plus builds on recent work combining heuristics and deliberation. It may be used to design prosocial interventions that help preserve the autonomy of the agent. The argument turns on seminal work on dual systems, which presents a subtler relationship between fast and slow thinking than commonly assumed in the classic literature in behavioral public policy. We review classic and recent work on dual processes to show that a hybrid is more plausible than the default-interventionist or parallel-competitive framework. We define nudge plus, set out what reflection could entail, provide examples, outline causal mechanisms, and draw testable implications.
This article reviews the literature on public support for ‘soft’ versus ‘hard’ policy instruments for behaviour change, and the factors that drive such preferences. Soft policies typically include ‘moral suasion’ and educational campaigns, and more recently behavioural public policy approaches like nudges. Hard policy instruments, such as laws and taxes, restrict choices and alter financial incentives. In contrast to the public support evidenced for hard policy instruments during COVID-19, prior academic literature pointed to support for softer policy instruments. We investigate and synthesise the evidence on when people prefer one type of policy instrument over another. Drawing on multi-disciplinary evidence, we identify perceived effectiveness, trust, personal experience and self-interest as important determinants of policy instrument preferences, along with broader factors including the choice and country context. We further identify various gaps in our understanding that informs and organise a future research agenda around three themes. Specifically, we propose new directions for research on what drives public support for hard versus soft behavioural public policies, highlighting the value of investigating the role of individual versus contextual factors (especially the role of behavioural biases); how preferences evolve over time; and whether and how preferences spillovers across different policy domains.
Using a nationally representative sample of 1052 respondents from the United Kingdom, we systematically tested the associations between the experimental trust game and a range of popular self-reported measures for trust, such as the General Social Survey (GSS) and the Rosenberg scale for self-reported trust. We find that, in our UK representative sample, the experimental trust game significantly and positively predicts generalised self-reported trust in the GSS. This association is robust across a number of alternative empirical specifications, which account for multiple hypotheses corrections and control for other social preferences as measured by the dictator game and the public good game, as well as for a broad range of individual characteristics, such as gender, age, education, and personal income. We discuss how these results generalise to nationally representative samples from six other Organisation for Economic Co-operation and Development (OECD) countries (France, Germany, Italy, Korea, Slovenia, and the US).
This chapter goes beyond classic nudges in introducing public policy practitioners and researchers worldwide to a wide range of behavioural change interventions like boosts, thinks, and nudge pluses. These policy tools, much like their classic nudge counterpart, are libertarian, internality targeting and behaviourally informed policies that lie at the origin of the behavioural policy cube as originally conceived by Oliver. This chapter undertakes a review of these instruments, in systematically and holistically comparing them. Nudge pluses are truly hybrid nudge-think strategies, in that they combine the best features of the reflexive nudges and the more deliberative boosts (or, think) strategies. Going forward, the chapter prescribes the consideration of a wider policy toolkit in directing interventions to tackle societal problems and hopes to break the false synonymity of behavioural based policies with nudge-type interventions only.
