We developed a national-level vulnerability index that is specific to food security policies by measuring nations' relative vulnerabilities to a decline in their coral reef fisheries. Coral reef fisheries are expected to decline with climate and anthropogenic disturbances, which may have significant consequences for food security. The vulnerability measure was composed of exposure, sensitivity, and adaptive capacity indicators specific to fisheries, reef management, and food security. The vulnerability index was used to evaluate 27 countries, as data required to fully populate the theoretical framework was limited. Of these, Indonesia and Liberia were identified as most and Malaysia and Sri Lanka as least vulnerable nations. Our analysis revealed two common national vulnerability characterizations: low income countries with low adaptive capacity and middle-income countries with higher adaptive capacity but high sensitivity. These results suggest developing contextspecific policies and actions to build adaptive capacity in the low-income countries, and to decrease sensitivity in middle-income countries. Comparing our food security evaluation to a more general vulnerability approach shows that they produce different priority countries and associated policies.
ABSTRACT. Cities around the world are increasingly developing plans to adapt to the consequences of climate change. These plans will have important consequences for urban populations because they are likely to reshape and reconfigure urban infrastructures, services, and decision making processes. It is critical that these adaptation plans are developed in a way that is just. Criteria was developed that can be used to assess justice in adaptation so that the processes, priorities, and impacts address the needs of the most vulnerable urban populations. Further, mechanisms are outlined that have been proposed as responsible for producing urban injustice. The justice criteria are applied to the case of adaptation planning in Delhi and the extent to which poor and informal populations are included and affected by this planning. The analysis shows that adaptation planning in Delhi does not meet the justice criteria in part because of a lack of capacity and the political economy of poverty in the city. The criteria for justice and mechanisms of injustice offer an important step toward developing a greater understanding of not only whether city-level adaptation planning is just, but also why it is or is not.
Constraining global climate change to 1.5°C is commonly understood to require urgent and deep societal transformations. Yet such transformations are not always viewed as politically feasible; finding ways to enhance the political feasibility of ambitious decarbonization trajectories is needed. This paper reviews the role of social justice as an organizing principle for politically feasible 1.5°C transformations. A social justice lens usefully focuses attention on first, protecting vulnerable people from climate change impacts, second, protecting people from disruptions of transformation, and finally, enhancing the process of envisioning and implementing an equitable post-carbon society. However, justice-focused arguments could also have unintended consequences, such as being deployed against climate action. Hence proactively engaging with social justice is critical in navigating 1.5°C societal transformations
