Population ageing and shrinking are demographic phenomena with far-reaching implications for sustainability in the current context of extensive and rapid urbanization. This Perspective rationalizes their interface by (a) identifying the challenges and opportunities that ageing and shrinking urban populations will have for implementing the sustainable development goals (SDGs), and (b) discussing some emerging interventions to capitalise on the opportunities and reduce the challenges to achieving sustainability. We argue that a diverse set of context-specific technological, socioeconomic, institutional and governance interventions would be needed to leverage effectively the opportunities and minimize the risks posed by ageing and shrinking urban populations for long-term sustainability.
Planning for sustainable cities involves supporting compact, energy-efficient urban form as well as maintaining attractive and liveable urban landscapes. Attractive cities depend highly on services provided by ecosystems, especially cultural ecosystem services (ES), which give direct benefits to urban citizens. Therefore, access to a diversity of urban functions and publicly available ES by walking and public transport should be considered when planning for sustainable cities. This could be facilitated by user-friendly planning support models. The aim of this study was to develop a GIS-based model for assessing accessibility to ES, more specifically, water-related cultural ecosystem services (WCES), via walking and public transport, with input from stakeholders. The model was applied to the Stockholm region in Sweden. Travel times and census data were used to derive measures and maps of accessibility to prioritised WCES in the region, today and in urbanisation scenarios for 2050. The results showed how access to WCES varied spatially within the region. The number of potential visitors to different WCES sites now and in the future urbanisation scenarios was estimated, and areas in need for future development of the public transport system as well as WCES were identified. The GIS-based accessibility model has potential to be used as planning support in urban planning.
This case study from Stockholm County, Sweden, explores practitioners’ experiences of barriers and bridges in municipal planning practices to support actions for ecosystem services. This qualitative study is based on information gathered from a focus group, workshops, and semi-structured interviews, which aided in identifying key factors for integrating ecosystem services in municipal planning. We identified 10 key factors divided into three themes: i) regulatory framework and political support, ii) local organizational capacity, and iii) local adaptation of tools and practices. In particular, the practitioners pointed to the need for the development of legal support and regulations for ecosystem services on the national and EU policy levels. Furthermore, the need for local capacity building and understanding of ecosystem services as well as increased regional support to enhance local knowledge exchange and learning was emphasized. Also, in a decentralized local governance system such as in Sweden, to fully implement ecosystem services in urban planning for sustainable development, locally adapted practical tools and monitoring procedures were considered important.
