Less development of the fisheries sector and its contribution to the PAD, especially traditional fishery business in the village Sulamu predominantly due to the lack of capital. The research objectives: 1) To describe the socio-economic conditions of the fishing village of Sulamu, Kupang. 2) To find a model of partnership in addressing the problem of poverty in the fishing village Sulamu Kupang district. Methods of data collection using survey method, observation method, and the quantitative and qualitative methods. The sampling method using purposive sampling method. Data presented in the form of tabulation and then analyzed descriptively, which results or capital investment, total cost, revenue, and profit in order to obtain the level of welfare of traditional fishermen in the village Sulamu. Analysis of the performance of the economy as acriterion indicates that the undiscounted net gillnet fisheries in<br />the village Sulamu profitable, efficient and feasible to operate with R / C ratio of 1.35 and profitability of 35.39% and a payback period (PP) of 2.8.
The purpose of this study is to map the potential of the village, and analyze the use of village funds by measuring the effectiveness and efficiency of village financial management, so that benefits can be obtained for economic progress in the region. Responsible use of village funds is the main focus of this research, so it is hoped that a Village-Owned Enterprise (BUMDes) can be formed which leads to an increase in Village Original Revenue (PADes). Research method used was qualitative and quantitative method with case study approach. The sample used was villages in Kecamatan Kota Soe, where village officials were the main informants. The results showed that the Kuatae and Noemeto Villages had been effective in absorbing the Village Fund budget, but were not yet efficient in managing the Village Fund. The results of this study also show that the potential of Kuatae and Noemeto villages is very diverse, but cannot be managed optimally. The role of the BUMDes has not yet been felt by the community so it needs better structuring and planning in the management of the Village Fund so that it benefits the community.
This study aims to analyze the effect of audit opinion on the financial performance of local governments by using data from 22 districts / cities in East Nusa Tenggara (NTT) during 2015-2019. This study examines the effect of the previous year's audit opinion on the financial performance of the Regional Government (district / city), mediated by the realization of Original Local Government Revenue (PAD) and the realization of Regional Operational Expenditures. The results of this study indicate that the audit opinion has a significant effect on the financial performance of local governments, and significant effect on the realization of PAD and the realization of operational spending. This study are also recommended for the Regional Government in East Nusa Tenggara, the Inspectorate at the Provincial and Regency levels, and the Supreme Audit Agency (BPK), in determining policies, monitoring and auditing in order to improve the financial performance of Regional Governments in East Nusa Tenggara.

While verificative research is intended to determine the relationship between research variables. The method used in this research is survey research. The survey method is carried out by taking samples from the population and using a questionnaire as a data collection tool.
This Research aimed to find out the direct and indirect effect of investment that consist of Foreign and Domestic Investment on Capital Expenditure and Economic Growth in 2017-2019 of all the regencies/city in East Nusa Tenggara Province. This Research used secondary data published by Central Bureau of Statistic. The data were analyzed by using Path Analysis. The results of data analysis showed that Domestic Investment had both directly and indirectly effect to the Economic Growth by Capital Expenditure. Otherwise, The Foreign Investment had no direct and indirect effect to the Economic growth by Capital Expenditure. The Capital Expenditure can't become an optimal mediator on the indirect effect of Domestic Investment but it can mediate the indirect effect of Foreign Investment to the Economic Growth of each regency/city of East Nusa Tenggara Province.
