The paper is devoted to the examination of the concepts of “digitalization,” “digital transformation” and interrelationship between the concepts at issue with the concepts of “informatization” and “robotization.” The author provides his own interpretation of the concept “digitalization of public administration” and defines it as the process of introduction of digital technologies to the work of state bodies, which allows them to carry out qualitative transformation in the implementation of public functions and provision of public services, and to ensure effective interaction between citizens and the State. At the same time, digital transformation implies specific socially significant results appearing due to the application of digital technologies in public administration. The author substantiates such an approach when digitalization is seen as a public administration solution and defines legal risks, namely: a large number of simultaneously acting documents that have different states and regulate digitalization of public administration; lack of uniformity of tasks, objectives and measures aimed at achieving them in the fundamental documents. Such fundamental documents include: ”Digital State (IT State)” Subprogram and the federal project “Digital Public Administration.” The paper also describes serious deficiencies in the structure and contents of the passport of the federal project under consideration.
Introduction: in recent years, conditions have been created in the Russian Federation for the development of new forms of public control using information and communication technologies. The article examines the legal regulation and practice of the implementation of these forms of control over the rule-making and law-enforcement activities of federal executive bodies, identifies positive and negative features, formulates proposals for improving public co ntrol. Purpose and objectives: the purpose of the work is to study the introduction of new forms of control into public control activities and the prospects for their development with regard to the activities of the executive branch. The objectives of the work are as follows: to clarify the types of public control depending on the object under control; to characterize new forms of pa rticipation of civil society institutions in the control over the rule-making activities of the Government of the Russian Federation and federal executive bodies; to study the effectiveness of citizens' participation in monitoring rule-making activities of federal executive bodies; to identify and characterize new forms of public control over law enforcement of federal executive b odies. Methods: the study is based on dialectical, formal-logical, functional, systemic and other general scientific research methods, as well as specific scientific methods: statistical, structural-legal, formal-legal. Results: modern forms of control of civil society institutions and citizens over the quality of rule-making procedures of federal executive bodies have been studied; i nformation and communication technologies used by citizens in exercising public control over rule-making and law enforcement of federal executive bodies have been identified; positive aspects and difficulties in implementing new forms of public control have been detected. Conclusions: according to the analysis of new forms of public control activities that are implemented with the use of information and communication technologies, the regulatory framework created in the last decade and Internet resources allow citizens to actively participate in the process New Technologies of Public Control … 73 However, the effectiveness of such monitoring cannot be considered high. Today, it is nece ssary to improve the mechanism for involving citizens in this process both through informing and stimulating and through increasing the responsibility of the executive authorities for r eviewing, taking into account and taking appropriate measures following the results of cit izens' control activities.
The article analyzes the motivation to engage in physical culture of students of non-physical culture universities. The statistical conclusions of the results of the questioning of students are presented. Priority and uninteresting motives have been determined, the dynamics of changes in students priorities in the learning process has been investigated. Recommendations for activating students to physical culture and sports are formulated.
The article describes the content of the discipline "Methods of statistical analysis", developed for the preparation of postgraduate students of the Moscow State Academy of Physi-cal Culture in the scientific specialty 5.8.7. "Methodology and technology of vocational educa-tion". The relevance substantiated and the tasks of the discipline defined. Methods of statistical analysis that are effective for the specified specialty are given, and features of statistical pro-cessing of data from pedagogical research are noted. The specifics of the issues under consider-ation and the volume of the studied material are reflected in the main learning outcomes (to know, to be able, to master), which graduate students must demonstrate during certification in the discipline.
